Section 1: PURPOSE This SOP is a guideline for career operational members working in the shift environment.

Section 2: STARTING TIME The starting time for each shift is 0730 Hours. As a courtesy to crews coming on and going off shift, the crew on shift will report downstairs in the bay prior to shift change to remove their gear and expedite equipment change for the oncoming crew. Should there be a call at, or after shift change, the oncoming crew will handle the call, as to not create unnecessary overtime.

Section 3: ONCOMING CREWS Oncoming crews will be in uniform, ready for duty, prior to shift change. Upon arrival, crews coming on shift will: A. Check with Captain for apparatus assignments. B. Check with previous crew pertaining to supplies, missing equipment, and equipment malfunctions. C. Read maintenance reports, in order not to duplicate efforts. D. Captain will verify crew status, and do a morning report to notify Alarm and Battalion Chiefs of status. Captain will make contact with Battalion Chief to verify assignments, give status of ongoing assignments, and check for special projects.

Section 4: EQUIPMENT/ APPARATUS CHECKS A. Check all EMS equipment on assigned apparatus for proper operation, supplies, current dates, and charged batteries. B. Check suppression equipment, i. e., SCBAs, pass devices, spare bottles, general equipment on truck.

C. Check apparatus, i. e., lights, siren, fluid levels, tires, cleanliness. Section 5: MEALS Lunches and dinners will usually be eaten in the station. When eating out, crews should leave the restaurant as soon as the meal is over.

Section 6: DAILY WORK SCHEDULE Daily work shifts are from 0730 Hours until 0730 Hours the following day. The following are routine weekly projects. In addition to these, individuals will be assigned projects of their own. Monday: All ambulances to be checked, washed, and disinfected. Tuesday: Clean apparatus bays and empty trash at Stations #1, #3, and #4. Wednesday: Housekeeping in crew living quarters at Stations #3 and #4. Thursday: Apparatus check: Engine 42, Rescue 41, Squad 31. Friday: Special programs/ projects. Saturday: Training, as assigned. Sunday: Open: No routine projects are assigned.

Section 7: CLEANUP Prior to 0730 Hours, the crew quarters will be left in a reasonably clean and neat condition; bedding and personal items will be removed from the sleeping quarters in order to accommodate the oncoming crews without delay. Trash will be emptied; dishes will be cleaned and put away; kitchens and bathrooms will be in a reasonably clean condition.

The crews will rise no later than 0700 Hours to allow enough time for any necessary station cleanup, paperwork, and a smooth transition for the oncoming shift. Both shifts will meet in the bay at 0730 Hours to share information about unfinished projects, occurrences on the last shift, equipment status, or any other information which may impact the oncoming crew.

Section 9: SLEEPING QUARTERS Sleeping quarters shall be respected as a place for quiet rest. "Lights out" will be at 2200 Hours. Beds will be made up prior to "lights out". Anyone choosing to stay up after 2200 Hours will do so outside of the sleeping quarters. People entering the sleeping quarters after "lights outs" will be as quiet as possible. Daytime rest periods are permitted, with the Captain's approval, in sleeping quarters only; doors to sleeping quarters will be closed during these periods.

Section 10: TELEVISION USAGE Television usage for shift personnel will be permitted Monday through Friday from 1200 Hours to 1300 Hours and 1700 Hours to 0700 Hours. Saturday and Sunday television viewing will be at the discretion of the Captain. In the event of any special circumstances, the Captain may extend these times on a day by day basis, after notifying the Duty Chief.

Section 11: PROJECTS A. Other projects or special projects will be assigned crews by their Battalion Chief, through their Captains. Projects will be handled during the day, secondary to calls, training, and physical training. (A minimum of one hour should be provided for physical training on each shift. Crew members who choose not to participate may request to be assigned a task by the shift Captain.) B. Individuals will always have regular projects or assignments; Captains will coordinate and support these efforts. When possible, crews should support each other's individual projects.

Section 12: RESPONSE TO CALLS Generally, calls will be handled on a rotational basis. However, at times, due to locations of units, the accessibility to the area, location of the call, or type of call, the Captain may elect to send a more appropriate unit or even have crews combine, if necessary, i. e., Squad 41 to tight roads or Rescue 41 when 4-wheel drive is needed.

Section 13: TIME OFF Typically, only one member per shift will be allowed to schedule time off; other absences will be at the discretion of the shift Captain; however, when more than one shift member is off, the absent member will be responsible for finding his/ her own coverage. 3

Any change or variation to the posted schedule will be recorded (including times) in the Daily Journal. A. All scheduled absence requests that require the district to provide coverage will be submitted in writing by the 15th day of the prior month. After that date, shift personnel must provide their own coverage. Due to the special nature of the Christmas and Thanksgiving holidays, members will be responsible for finding their own coverage on those days. B. Captains will be notified in advance of all shift trades. All trades will be recorded in the Daily Journal. All shift trades will be submitted, in writing, using the current form. The person scheduled to work is responsible for the shift. Members who violate the terms of the shift trade agreement will be held accountable. C. For sick time, the member will call the Alarm Room as soon as possible. The Alarm Room will contact the Captain on shift. The Captain will initiate the rotational call-up system. Section 14: TIME CARDS Time cards will be filled out each shift; any time listed that is not part of a regular assigned shift should be coded and explained on the time cards.

Section 15: DATA ENTRY Calls will be entered in the computer before the end of the crew's next shift (except in extreme circumstances).

Section 16: TRAINING REQUIREMENTS Each crew member is responsible for meeting the SFD minimum training requirements. Crew members are strongly encouraged to make more than minimum training and attend at various locations in order to interact with different volunteers. Section 17: RIDE-ALONGS Ride-alongs will be arranged with Captains. Captains will do their best to accommodate ride-alongs.

Section 18: PERSONAL BUSINESS Discretion will be used in regards to personal telephone calls, visitors, and business. No personal long distance calls will be charged to the district. (Please refer to SFD's AD, "Telephone, Fax, and Cellular Phone Usage".)

A. On a routine basis, the direct supervisor, or designee, will arrange time off to coincide with the established minimum staffing levels; this will include the utilization of volunteers. The direct supervisor will be responsible for scheduling with minimum overtime. B. Shift vacation calendars will be circulated yearly in December/ January to schedule time off in advance. Sign-ups are to be coordinated by the direct supervisor and will be approved based upon seniority, in the following order: Rank, Time in Rank, Career Date of Hire. If all factors are equal, and there is a scheduling conflict, the direct supervisor shall make a determination. Blocks of time will be limited to six shifts maximum, with no minimum number of shifts. After all crew members have had the opportunity to sign-up, the calendars will be re-circulated in the same fashion for those who wish to reserve other blocks of time. The completed calendars must be in by the last day of January. Time off will then be on a "first-come, first-served" basis. C. In the event of special circumstances, (i. e., required educational leave, no shift trades available, a shift change) overtime will be approved by the immediate supervisor, or designee.

Section 20: RESPONSIBILITIES All shift personnel are responsible for adherence to these guidelines. Officers and other members are expected to utilize good judgment in situations that require deviation from them. Violations of these guidelines may lead to disciplinary action.

ADMINISTRATIVE DIRECTIVE AD #6 Emergency Reporting from Fire Stations/ 911 Calls Page 1 of 1 ENACTED: 6/ 27/ 96 FIRE CHIEF: Original signed by Scott E. Alvord REPLACES: New Members of the public may periodically go directly to a fire station, particularly the administrative offices at Station #1, to report an emergency, whether it is for fire suppression or EMS. In the interest of assuring accuracy of the information to the Communication Specialist, as well as to reinforce the need to the public to use the 9-1-1 system rather than personally going to stations, the following procedure is to be used by SFD non-operational staff members when such an incident occurs: 1. Immediately direct the individual to a telephone to dial 9-1-1 (i. e., the courtesy phone in the lobby of Station #1) to report their emergency. 2. If it is an EMS emergency at Station #1, also page for any assistance from a certified medic who might be present in the building. 3. Stay with the individual until assistance arrives. If a member of the public dials the administrative offices with an emergency, rather than 9-1-1, a similar procedure will be used: 1. Instruct the caller to hang up and dial 9-1-1. 2. An exception to the above would be if, in the judgment of the staff member answering the call, the individual requesting assistance would be at risk by having them hang up. In that case, immediately transfer the call to the Alarm Room. Make every attempt not to lose the connection with the caller.

Section 1: PURPOSE The purpose of this SOP is to establish guidelines, authority, and responsibilities necessary to carry out the functions of a Duty Chief for the Sedona Fire District (SFD).

Section 2: DEFINITIONS Duty Chief: Primary operational officer of the fire district for a scheduled time. Duty Vehicle: Any Code 3 vehicle assigned for use as a command vehicle. Section 3: QUALIFICATIONS In order to qualify as a SFD Duty Chief, an individual must have been appointed and served as a SFD operational officer with knowledge of SFD Policies, Procedures, and with field experience in the following: � Wild land fire suppression. � Structural fire suppression. � EMS. � ICS. � HazMat. � Special Operations. Before assuming sole responsibility as Duty Chief, new candidates will: � Ride shifts with a qualified Duty Chief to gain experience and confidence. � Be approved, in writing, as "qualified" by the candidate's assigned Battalion Chief.

Section 4: RESPONSIBILITIES Responsibilities of a SFD Duty Chief include: � Handles personnel issues in the absence of a direct supervisor. � Works with other supervisors on personnel issues, upon request.

� Verifies equipment and personnel readiness including multiple response situations. � Assigns district and out of district resources. � Insures that good scene management is practiced. � Fire district representative for questions on burn permits legal burns, warming fires, religious ceremonies, etc. � Interfaces with law enforcement, forest service, airport authority, utility companies, city, county, state, and federal authorities, as necessary to mitigate emergencies. � Continues education to stay current with trends in emergency services. Section 5: MUTUAL AID Upon request for mutual aid, units will be assigned immediately (based on district needs at the time). The Fire Chief, or Acting Chief, will be informed any time mutual aid is requested or given. This is an informative procedure only and will be done after assignments are given. The Duty Chief will be familiar with mutual aid resources available in the surrounding communities and request them, as necessary.

Section 6: MECHANIC CALL-OUTS � The Duty Chief will use discretion in calling for repairs or towing service. � Use the following guidelines when calling out mechanics: When vehicles are broken down in the stations: 1. With sufficient units in service (only one or two vehicles out of service), leave disabled units unavailable until next regular workday. 2. Duty Chief may call out a SFD mechanic anytime it is determined that operational needs cannot be met. When vehicles are broken down at locations other than a station: 1. They Duty Chief may call for a SFD mechanic after determining that the crew cannot make simple repairs. 2. When no SFD mechanic is available, the Duty Chief will find any available mechanic to make light or short-term repairs; or, find a towing service to take the disabled vehicle to Station #1 or other station with available space. 3. The Duty Chief will insure the vehicle's security, as necessary. � All requests for mechanics or towing will be through the Alarm Room.

Section 7: ASSUMING AND TURNING OVER DUTY � On-coming Duty Chiefs will check in with the Alarm Room for necessary information on district readiness. � Off-going Duty Chiefs will make sure the Alarm Room is brought up to date on any critical information. � Duty Chief substitutions may be made at any time by qualified candidates. � Any changes will be announced over the air.

Section 8: DUTY CHIEF CALENDAR � Daytime calendar (0600 to 1800 Hours) will typically be filled by a shift Battalion Chief or a person on the Battalion Chief Hiring List. � Volunteer Battalion Chiefs and volunteer Captains may also act as daytime Duty Chiefs if not assigned to an operational position on shift that day. � Nighttime calendar (1800 to 0600 Hours) will typically be filled by volunteer Battalion Chiefs and volunteer Captains. � Substitutions to the calendar will be the responsibility of the scheduled Duty Chief. � The Assistant Chief/ Volunteers will share responsibility with the volunteer Battalion Chiefs for filling out the Duty Calendar for the following month. � The shift Battalion Chiefs will share the responsibility for filling the daytime slots with a qualified person.

Pritchard REPLACES: New Section 1: Purpose Section 2: Procedure Section 1: PURPOSE The purpose of this Standard Operating Procedure is to eliminate confusion in regard to radio communication during mutual aid incidents. Section 2: PROCEDURE When dispatched to an incident to assist other agencies, notify the Sedona Fire District Alarm Room (Dispatch Center) of your response. The agency requesting assistance is also notified of your response, either by direct radio contact or dispatch to dispatch. When you get within radio range, contact on-scene agencies on the Mutual Aid channel while monitoring your own frequency. Continue to work on Mutual Aid until released from the incident. Once released, return to your own frequency.
