Azerbaijan was proclaimed a Soviet Socialist Republic in 1920 and a constituent republic of the USSR in 1936. It declared independence in 1991. Postage stamps have been issued from 1919 until 1924 and again since 1992.
(not to be confused with the Iranian Azerbaijan which only existed and issued overprinted Iranian stamps from 1945-1946.)
