Sorry for the time it has taken me to reply to you. With the elections it has been go go go! 
I passed your email onto Dorothy and she believes all new buses must have seat belts.  The old buses she was told are not structurally equipped to support them.   

Dorothy has request that she will write to you if you wish after the election and answer your question in more depth.

Thankyou for your reply.
 
I am VERY pleased to hear that Dorothy supports seatbelts on all new buses.  I also appreciate how busy she must be at the moment (in the run up to the election).
 
I look forward to getting a more in-depth response (as promised).  This is certainly a very important issue, and deserves a considered response.  Dorothy seems to recognise this, in contrast to SOME of the replies I have received from Parliamentary members (to date).
 
In my original correspondence, you will note that there are three specific questions.  It may be helpful (as a suggestion), to number these points "1, 2 & 3" in reply.
