" Green Alert Presents Memorandum of Annihilation (MOA) to Guv and Sangguniang Panlalawigan

June 11, 2008

Bacolod City -        Members of Green Alert Negros submitted a “Memorandum of Annihilation or MOA” to Governor Isidro Zayco and the Provincial Board today as their interpretation of the Memorandum of Agreement that is currently being crafted by the Sangguniang Panlalawigan for the Provincial Government and the Philippine National Oil Company-Energy Development Corporation.

In the said Memorandum of Annihilation or MOA, Green Alert mentioned the events that lead to the endorsement of the project to enter Mt. Kanlaon Natural Park. The group highlighted the clear conspiracy of the DENR and the DOE in pushing the said project and the manipulation of PNOC-EDC inside PAMB and the use of its influence over Executive and Legislative branches of the government to reneged its plan to enter the buffer zone.

It also mentioned the playing up of the power crisis scenario that is happening in Negros and in Bacolod before the SP concurred and endorsed the project in their May 21 session. Further, the group called the May 21 session as “moro-moro” wherein their has already been a decision from SP making the opposition and the Bishop to believe that there are forums being organized to ventilate both sides.

In the Memorandum of Annihilation, Green Alert stated that the Provincial Government fully allows PNOC-EDC to cut down endemic trees which some are century old for road development and establishment of well pads inside the buffer zone; alter significant vegetation and destroy the habitat of several endemic fauna species which some are not yet elevated in the species level; to put the future generation in danger by contributing to the rapid loose of forest cover in Negros which is only 5% and opened Mt. Kanlaon Natural Park from any forms of destruction that PNOC-EDC will employ during their operations and will also set a precedence to destroy other critical natural ecosystems in the island like the Northern Negros Natural Park and our marine and coastal reserves and sanctuaries from corporate giants and private individuals.
