Ground Control is a film based around the lives of air traffic controllers in Phoenix's busy tower. Jack Harris (Sutherland) was the best controller in the business until a plane crashed under his control and he retired to run a software company and forget about his past.

Now years later, Phoenix is expected to handle dozens of extra aircraft due to storms out west, and combined with a group of apparantly inept and trainee controllers manning the tower, Jack feels he should give in to the calls and return to work. When he does, all manner of incidents need to be averted, and naturally he is the only one who can fix them, until his past catches up to him and he can no longer cope with the memories. But it is too late to think when an airliner puts in a distress call and Jack has to save the day proving all his enemies wrong.

The story is flawed and unrealistic at times, and the dialogue seems sketchy and unexplained throughout. Henry Winkler makes a disappointing appearance as the airport electrician.
