(B) How can you balance between underperforming and outperforming people ?

In all projects what I have done is always paired a underperforming with an outperforming developer. I have also instructed and monitored to ensure that the underperforming person does not act like a parasite on the outperforming developer.  Over a period of time you can easily see that underperforming person becoming one of the key memebers of the project.
