Pokémon Center

Phenac City one of the two towns with a Pokémon Center (the other one is Agate Village). However, there are plenty of healing machines around.

In the basement of the Pokémon Center, there's a machine that trainers can -eventually- use to trade with trainers as far away as Hoenn. Trainers that come with battle e-cards can also be battled here.

In this city, Wes found two people who had kidnapped a girl named Rui and rescued her. She has the particular ability of being able to distinguish Shadow Pokémon with her naked eye. They have been partners since.

Pokémon Gym

There is a Pokémon Gym in Phenac City. Even though they don't actually give out gym badges, it is a good place to train.

Colosseum

One of the four Orre colosseums can be found in Phenac City. Trainers can be battled here in this nice battle arena that has lots of water to spare.

Johto Starter Pokémon

In this city, trainers passing through can pick a pokémon, which are the evolved forms of the three starters from New Bark Town in Johto (Bayleef, Quilava, and Croconaw) . However, it is possible to catch all of them elsewhere in Orre.
