Chief Warrant Officer Maliksi was commissioned as a Supply Corps Officer on March 1, 1999. He attended the Navy Supply Corps school in Athens, Georgia in April to October 1999 and graduated number 2 in a class of 64 students. He received the Defense Finance and Accounting Service award as the Best in Disbursing. After graduation, he reported on board the USS TARAWA (LHA-1) in October 1999. As the Stock Control Officer, he is responsible for the financial accounting of over $7 million budget and inventory management of over 32,000 line items valued at $75 million. |

A Filipino native, Romulo was born in Imus, Cavite, Philippines on July 30, 1961. In March 1976, he graduated from high school at Del Pilar Academy. In June 1976 through October 1980, he attended college at Imus Institute. He earned a Bachelor of Science Degree in Commerce, with a major in Accounting. In November 1980 through April 1981, he took a CPA review course. In November 1981, he became a Certified Public Accountant and worked as an Accountant at Peoples Development Bank for two years before he joined the Navy. |

He enlisted in the Navy at Subic Bay Naval Station in November 1983. He completed his Recruit Training and Seaman Apprenticeship Training at Recruit Training Command, San Diego. Without a "guaranteed " school, he received his first orders to the USS KISKA (AE-35), home-ported in Concord, CA. He struck for the Storekeeper (SK) rating. On January 16, 1986, he advanced to SK3 in the first increment. In July 1986, he earned his first Navy Achievement Medal for superior performance of his duties as KISKA's Financial SK. After one year, he advanced to SK2, again, in the first increment. He completed two Western Pacific deployments before he transferred to Naval Training Station (NTS), San Diego in October 1987. |

He worked in Supply Department. He became the NTS Sailor of the Quarter from April - June 1989. On January 16, 1990, he advanced to SK1, again, in the first increment. During his tour, he earned his second Navy Achievement Medal. In August 1990, he transferred to the USS SAMUEL GOMPERS (AD-37), home-ported in Alameda, CA. In June 1991, he earned his Enlisted Surface Warfare Specialist designator. In November 1992, he earned his third Navy Achievement Medal. His command selected him as the SAMUEL GOMPERS 1992 Senior Sailor of the Year. During his tour, he completed two Persian Gulf deployments. On September 16, 1993, he advanced to Chief Petty Officer. Before he transferred to BUPERS Washington, DC on October 1993, he earned his first Navy Commendation Medal |

Chief Warrant Officer Maliksi's selection to Leading SK Detailer was the highlight of his enlisted career. For four years, he executed goals and policies critical to the assignment, distribution and career development of over 6,500 SKs. He skillfully balanced the individual needs with Navy requirements despite limited financial resources and force reduction pressures. In April 1996, he advanced to Senior Chief Petty Officer. At the end of his tour, he earned his second Navy and Marine Corps Commendation Medal. En route to the USS PELELIU (LHA-5), he attended the Senior Enlisted Academy Class 79 in Newport Rhode Island from October to December 1997. |

He reported on board the USS PELELIU (LHA-5) in February 1998. While waiting for his commission, he worked in S-1 Division as the Stock Control Leading Chief Petty Officer. During his tour, he managed the financial accounting of over $15 million OPTAR accounts and inventory control of over 35,000 line items. Renowned for his unimpeachable integrity and dynamic leadership, he was instrumental in PELELIU's award of a fourth consecutive Supply Blue"E" and a successful Logistics and Management Assessment. In January 1999, he earned his Enlisted Aviation Warfare Specialist designator. Prior to his commissioning, he received his third Navy and Marine Corps Commendation medal. |

He resides in San Diego with his wife, Norma, and two children, Romulo Jr and Ronald. His future plans are to retire as a Lieutenant Commander in the U. S. Navy, earn his Master's Degree in Financial Management and have his own Real Estate business. |
