This is the name of the author as well as the name of the book. Also called Lie-Tseu or Lie Yukou as names for the author. Later emperors in China gave the book a honorary title: "Perfect Book of Emptiness" . We know little of the author, he was born around 450 BC, (if he existed at all) he was one of the philosophers of Taoism, and his writings got bundled and published by 300 AD. We might say that they originated in the period 450BC-300AD.
In this work "he" states:

South of Africa sun can not be seen for 50 consecutive days.

Note: The Chinese  already knew about the North and South Pole as well that the earth was round. But this remark includes that they had some knowledge of the extend of Africa. They may have gotten this from Malay sailors trading with China as well as Africa. (Malay had started settling in Madagascar in those days)
