The Norwegian Final was held at the NRK TV Studios in Oslo on February 8th, hosted by Tande-P. The winner was chosen by a jury of "experts" (one of whom was Elisabeth Andreassen) and televoting. The votes of the "experts" counted for 40% of the overall vote, while the televotes made up the other 60%.

Tor Endresen finally managed to win the Norwegian Final on this 8th attempt (although he'd been a backing singer for Norway in 1988), and went on to come equal 24th at the Eurovision.
