There is only one best archer in the horse archery which is the flower of the festival

つまり予選を勝ち抜いて この村の代表になった 景さんを決定戦前に潰せば...
祭りの主役は向こうの村の射手になり、１年中、大きい顔ができるってわけ...
In other words, since Akira-san won the preliminary match and became our representative, smashing him before the “determining match” means that their archer will take the lead in the (coming) festival, and they will act big for all the coming year along...

甲斐さんから数えて１０年以上、祭りの射手は
こっちの村人だから...
Because if you count from Kai-san, the archer of this festival has been from our village for 10 years...

その予選ってどんなんや？
What kind of preliminary match is that?

祭りと同じ会場の神社の境内に的を等間隔に１０個立て、
的中率を競うんだ... 勝負がつくまで何度もね...
