Hello everyone.

On this world where ancient warriors once mirrored the great hunters of the Plains, the clan or tribe was your family, and nothing was more important than your clan. In that spirit, Lykosha, when it is time, will mimick that system of groupings: from which we can derive: “Clan before ally before self before strangers."

This system has been in rough draft form since 2003, when I once thought that each continent should be a "clan," but later (years later) I realized that we were getting too complicated too soon. So the system has been simplified, with an option for more sophistication later on.

First and foremost, let it be known that until such time as Lykosha herself acquires land, and ceases to be a non-territorial nation, Lykosha shall be one clan – one family – one nation, and any interim grouping or association which considers itself a clan shall be such by desire or decision only, and not considered such by law. And yet, any grouping of individuals who considers itself a Clan may be considered such by the nation at such time when Lykosha does acquire sufficient lands for these clan associations to administer. After all, it is the desire of the Clan to exist, and the decision of the Clan to associate, which shall be the paramount criteria for such to be established. Any individual may establish a Clan at the time when he or she is of a mind to, and such Clan is considered, at the time of decision, to exist. Be that as it may, a Clan may not exercise territorial prerogatives until such time as the Clan itself acquires land. It is recommended that, as Lykosha’s population increases, that temporary regional Clan-associations be founded to mimic the future governmental system of Lykosha, and further encouraged to meet, associate and bond with their associates, in true alliance with one another. Each clan grouping that is established is requested to register their affiliation with the Packleader (or hir authorized representative) upon establishment.

Also: At the time when Lykosha does acquire land and/or other types of property, the whole of the land shall be divided equally as determined by the number of registered clan-associations, and as modified by the population of each Clan. As Lykosha grows, if possible, additional Clans may be established to administer this/these land((s). It is recommended that individuals interested in owning and caring for land be encouraged to establish Clans, for any and all lands, etc. shall be the property of a Clan.

Secondly: It is not possible for the Jarl or the Guardian of the Law to become a Clanleader, for at times, the interests of the Clan may somewhat conflict with the needs of the People and Pack. Also: it is not possible for the Clanleader and the Packleader to argue if they are the same person. Until such time, however, as there is a Clanleader for the first Clan of Lykosha, the Jarl will act as the Clan’s administrator so that the needs of Lykosha as a beginning Clan can be served.

Thirdly: A clan is herein defined as a group of individuals, allied through marriage/partnering, and/or birth, or decision, and is made up of a Clanleader, his or her nuclear family (spouse/partner and children), their spouse(s)/Partner(s), and which extends in perpetuity forever, until such clan is dissolved, through attrition and/or decision.

A Clanleader is herein defined as an individual, regardless of gender, who has either (1) established a clan, and/or (2) this individual’s successor, in perpetuity, forever. At a clan’s founding, if amenable, a group of individuals may elect to choose a Clanleader through some sort of balloting process, so long as every member of this group also promises to hereafter follow the decisions and/or directives of that Clanleader.

A Clanleader is the ruler of the land and/or region that the Clan is ceded (whether by the claiming thereof, or by the decision of the Althing, as ratified by the Jarl and Guardian). Other claims and/or ceding of further lands may be also ruled by the same Clanleader if the Clan decides it so. If a Clan cannot properly administer the lands owned by it, then any or all of the land, save the original lands claimed at its founding, may be given back to Lykosha itself, to be redistributed to another, more successful Clan. The Clan is responsible for all-financial, agricultural, social, educational, etc. services, products, and/or benefits/improvements to the land/region, its people, and/or features. A Clanleader must choose, as needed, administrators, advisors, assistants, and/or remote-land subclan heads,to aid in the ruling thereof, but is ultimately liable and responsible for the benefit and administration of the Clan and its possessions Clanleader must have an idea, at the Clan’s founding, or his investiture, an individual chosen to be hir Heir. In addition, while it is always possible for the Clanleader to choose hir own children as Heir, it is not necessary. Plus, if in the opinion of the Clanleader that hir chosen Heir commits dishonour, or is unable or unwilling to become Clanleader, then a Clanleader is entitled, with evidence of such, to put this or that Heir aside and choose another.

The only purpose of the Clanleader is to see to the benefit and survival of hir Clan. If, at the majority decision of the entire Clan (at least 75%), it is determined that s/he is not doing so, then that Clanleader must stand down, and give up hir position of Clanleader (the Jarl and/or Guardian may, at the request of the clan, assist in this replacement). At such time, unless compelling evidence is proven to show that hir Heir is likewise unfit to lead, then the Heir shall become Clanleader forthwith. In such case, however, the replacement of such a Clanleader must be confirmed by the Althing, and not vetoed by the Jarl and Guardian of the Law.

If this system crosses continents, then administrative regions (mostly clerical or organizational) can be created, at the consensus of the Althing. In essence, these would be responsible for coordination, and would not be responsible for any decisions thereof. Instead of dividing such by race or regions, such might, for example, use Litaja words that do not separate any group or continent, but indicate words of pride or strengths: such as theian (pronounced “thee ai ann,” which means: “honor”), etc. Such shall be detailed later, by the will of the Althing, and ratified by the Packleader & Guardian of the Law.

The clan system will allow for extra influence to be had by different clans or Houses As we grow, House leaders will be chosen. More on this later.
