Background:
Carter was a part-time Starfleet Brat, spending a large portion of his youth on board the various vessels to which his mother was posted.

Born on Earth, with both parents serving in Starfleet, there was really only one career option for Carter as a young man.  As with most children curiosity often got the better of him, leading to the usual risk taking, resulting in a few broken bones.

At the age of thirteen, Carter's father began to teach him how to pilot a shuttlecraft.  Learning rapidly, encouraged by his fathers praise, Carter was able to pilot and maintain a shuttle by his fifteenth birthday.

Shortly after his 16th birthday, USS Kingston had crew vacancies that allowed his parents to be posted together.  Her mission was to chart gaseous anomalies along the Klingon frontier, to provide an insight into planetary formation.

The assignment went well, until a distress call was received from a Klingon cargo vessel.  The battle was frantic.  The small science vessel, realistically, had no chance of defeating the enemy...the Breen.  Sensing the battle was hopeless, Carter's mother ordered her children to an escape pod.

Only 2 pods survived, the Breen unwilling (or unable) to destroy them.  It was from one such pod that Carter and his younger sister witnessed the fiery death of
USS Kingston, and his parents. Bronwen and Carter were picked up, several hours later, by a Klingon patrol ship.

Following the incident, Carter returned to Earth, where he and his sister were to live.  The family home proved to difficult for Carter at first, memories of his parents and 'good times' haunted him, prompting the decision to apply for the Academy early.  After a little 'string pulling' by Professor Morton (an old friend of the family), Carter was accepted with the condition that he would only be allowed to study sciences and arts until he reached his 18th birthday.

While at the academy, Carter met Frank Jameson, a student at Starfleet Medical.  Possessed of the same sarcastic humor, and competitive spirit, the two became firm friends.  Together they formed the Academy rugby team, and set up a 'Rock and Roll' band for which Carter sang and played piano.

Following the academy, Carter was assigned to USS Cairo. Impressed with his new officer, Captain Ed Jellico tested the young man with varying levels of responsibility, trying to nurture the 'command instinct'.  Carter was forced to take command of an away mission to mediate a dispute when the Captain was stabbed by one faction leader.  Carter managed to escape from the hostile situation along with the Captain.  This action earned him two decorations.

Later in his career, transferred to Engineering. During the tour on USS Pioneer the Chief Engineer was murdered by a changeling who had infiltrated the ship.  Several crew were killed before the Founder was captured, leaving the vessel short of command officers.

Responding to an emergency situation at DS9, the XO of Pioneer was promoted to Captain and given the authority to restructure the crew for the duration of the emergency.  Carter became a field commissioned Lt Cdr, and Chief Engineer, despite his youth.

Unexpectedly, Frank Jameson made an appearance at DS9 trying to recruit Carter into a dangerous 'special operation', for Starfleet Intelligence.  Carter declined the offer, and thought no more about it, until a very different Frank Jameson appeared several weeks later.  Further details are classified.

Carter was arrested upon his return to DS9. He was imprisoned for three months, until the court martial could take place.  The details of the mission and the court martial are classified under Starfleet Temporal Prime Directive.  The sentence was a loss of rank, and revoking of Chief Engineer status.

His tour of duty on USS Gandhi (Ambassador Class) eventually resulted in Carter being assigned to operations, despite Starfleet's explicit objections.
Gandhi's patrol mission required a certain 'experience' with Dominion technology, with which Carter had become familiar.

A promotion was earned, to the rank of Lt, and Carter was assigned to USS Coronado (Galaxy Class).  Serving on board USS Coronado was a big step for Carter, returning to the position to which he was accustomed.  Chief Engineer of a starship, and all around miracle worker.  Still, it was a difficult transition, made more uncomfortable by 'resourceful' officers who had been digging into his past.

One month before the end of Carter's tour on the USS Coronado, the XO informed him that Starfleet Command had turned down their request for his promotion to Lt Cdr and second officer.

Finally, tired of all the political maneuvering (and to escape the rumor mill), he returned to Earth where he became an instructor awaiting a new 'active duty' posting.

Personality Profile:
Carter has become a very guarded person in recent years.  He learned from his experiences with the court martial to be careful about what he says.

Not entirely introverted, Carter's confidence in his own abilities is apparent.  Hands-on leadership style, he's happy doing routine maintenance just to show 'the troops' it's not beneath him.

Although not unattractive, he's pretty shy around people he 'really' likes.  This gets awkward frequently, causing Carter to blush like there's no tomorrow.

Carter has had to work hard in recent years to earn the trust of his commanders and colleagues, following his court martial in the early part of the Dominion War.  The prejudice (even in Starfleet) surrounding 'criminals' has held Carter back, preventing at least one promotion that he is aware of.
