Celta have ruled out any move before the summer.
"We are not talking to anyone about this matter before June, and anyone who wants Michel will not get him for less than his buy-out clause of 2,000 million pesetas ($13.7 million)," Celta vice-president Francisco Hernandez reiterated on Wednesday.
Salgado, 23, has for several years beeen considered to be among Spain's most promising players and made his full international debut in September.
However he first gained international notoriety for a tackle last February which broke Juninho's ankle and ruled Atletico Madrid's Brazilian midfielder out of World Cup contention.
