If there is one thing Juri keeps absolutely hidden and secret, it is her love for Shiori.
If anyone finds out about it, she is crushed - one might deduce that Juri is somewhat
ashamed of her weakness in the situation and doesn't want to let on.
A secret love is one thing that lots of people hide - like woolen panties - but Juri
is far more protective of her secret than most. She considers her secret even worse than
the others' - like three pairs of woolen panties - and she makes it worse by obssessing
about it.
Juri is a respected and even feared student at Ohtori - what would happen to her reputation
if people found out she "wears woolen panties." Utena pointed out the obvious solution to
C-ko - "take them off." But Juri is incapable of letting go of her obssession with Shiori.
Once Shiori "found out all her secrets" Juri definitely did not take it lightly. Now that
everyone (or Shiori, who might as well be everyone in Juri's eyes) knows that she wears
woolen underpants, Juri's life might as well be over.
