According to the ordinance, "Calalang (1906-1982) was a distinguished educator who had unselfishly served and inspired several generations of the youth of Balayan in his capacity as Director and Dean of the Balayan Institute (now Balayan Colleges) in 1926-1978;
"WHEREAS, Casiano T. Calalang was a popular, creative and prolific writer whose literary works were published in national newspapers, magazines and textbooks".
The ordinance, passed on January 30, 2006, was approved by Vice Mayor Romel Castelo II and Mayor Benjain Martinez Jnr on February 6, 2006. It took effect upon its publication in Batangan's edition for May 7, 2006.
