Revolutionary Russian Torpido secretley developing ?

Two american "spies" were arrested today at Moscow. Accusation: spying the guts of Kremlin for the CIA. The Federal Security Service said that the two americans were working for the CIA trying to get the plans of a new revolutionary russian torpido being developed in secret in Russia nowadays. They said that the americans knew about this project since many years now, and they keep on trying to get the plans ever since.
Well, the torpido seems to be developed for nuclear attack submarine usage, so that means that it must be developed in the classical areas of Murmansk or Vladivostok. From those two, i would definetley choose Murmansk, since that is the homebase of the Atlantic Fleet, currently one of the biggest fleets of submarines around, and also closer to Moscow. There's no sense of developing such a weapon at Vladivostok, in the far asian corner of Russia, nor at Sevastopol, where the Russian Black Sea Fleet is still under confused control, because the Ukrainians and the Russians are fighting for its control ever since the Soviet Union's colaps. And besides, the Romanians and Bulgarians are very oftenly cooperating with NATO forces, so having a busy and curious Romanian Navy combined with visiting American submarines and aircraft carriers and british warships just a few hundreds of km away won't be such a good idea.
Whatever this turns out to be, it seems that the Russians haven't yet lost their touch for developing new ideas and weapons.
