I've heard generally the same thing both from highly placed sources
within
ISSF and the shooting clothing industry. Unsure if it is a firm directive
or
only a point of discussion among equipment rules committee at the
Federation
level.
This change does not surprise me much as the whole of the ISSF rules is
to
make it harder for physical shooter to achieve during competitions.
Several months ago I mailed my rifle and pistol books to ISSF Munich for
review and comment for preacceptance as a training book for pistol and
rifle
competitive shooting
The recommend shooting techniques clearly indicates that shooting
clothing
(leathers) is not really required during the shooting process. All
shooting athletes can learn and accomplish competition with no special
clothing while showing high scores.
The reduction in thickness is only in line with the ISSF rule goal of
increasing shooting difficulty as the shooting athlete overcomes that
level
of difficulty currently held within the shooting rules of
competition.
One shooter has fired the perfect standing several time and will continue
to
do so in the competition time ahead. This is enough indication that the
current rules are not stiff or strict enough to achieve a difficult level
of
competition. The current competition has become to easy.
Therefore, in line with ISSF rule goals, the competition is becoming more
difficult for the shooting athlete. Any time the ISSF notes that to many
shooting athlete are living in the top 90% level the rules will be
changed
to make it harder for the athlete thereby causing them to return to the
70
to 80% level of difficulty.
This information is based upon observations over many years of shooting
experience in the ISSF style. Of course many shooters may or will come up
with alternate reasons for the changes.

For those who haven't heard yet, Wolf Creek has been shut down for at
least the near future except supposedly for already scheduled major
events. All equipment was moved out (except for the electronic targets I
assume) and the locks were changed. Here is the response from one of
those driving the committee to save the range:
"What happened? Well, not much. Contrary to what we were told, the
County Commission did not vote to overturn the close down resolution.
County officials tell us that their legal department is examining the
NSSF contract to determine their correct form of action. We have been
told that the facility will be open for "scheduled events", but
that definition is unclear at the moment. We had a meeting yesterday with
one of the commissioner's assistants to try and sort out this and other
of our immediate questions and concerns, and he has promised to get us
some answers early next week."
"Judy Hill was told today that there was 99% chance that the
scheduled Gary Anderson Classic was a go, (it is less than 3 weeks away
with 160 kids from all the US expected to attend) but was warned that the
1% chance of it not being allowed was still there. John Culbreath, the
Parks and Rec director is supposed to have a meeting next week with all
parties who have scheduled events at the facility, so we will know more
then."
"I did meet Thursday with some of Georgia DNR personnel and they are
interested in the possibility of acquiring the property and running it if
the county is willing to release it."
"So we wait"
