It's your choice do you open it at your first turn or later, depends how much you spend solaris on your first turn (if not much then go ahead and open it). -Famous Battle Accounts are there to get your favor back to 10 and fast. So they are usually used only on the turn you are winning (so you may discard extras if you draw them). If you look weak nobody bothers to hit you, remember that. -This is a fast deck and usually wins by jumping from only couple of spice to ten on one turn. So it doesn't usually look menacing and it is leaved alone. There are enough Spice Blows to get them, then there are characters which gives your Spice Blows some extra deferment tokens. Policy of Oppression is used to use Dune multiple times to get spice masses from your desert. -Engineering Corps helps you to open Dune and fast. -Guard your homeworld and Dune with some of your Fremen troops, but don't use all of them and if you can play them using Guild Shuttle so it would be cheaper. You need troops for attacking as well (mostly for Fremen Naibs and Otheym). -Last couple of turns are usually like this: you go last, get some spice with Dune and desert (use Spice Blow if you can), save some extra solaris (at least 2). Next turn play Grumman Fiat and start the turn by getting rest of the spice you need, maybe starting a rite against some fief to use Famous Battle Account (if your favor is below 10) and win. This deck is easy to build because it needs so few rares. Only Engineering Corps are required, but perhaps not necessity. If you have less amount of them it doens't weak this deck much. It's also fast and disquises itself by looking very weak (but remember after couple of games other players know how it works...). If you feel that it is outrun by spice buying decks, then put there some Guild Stockpiling (needs Grumman Fiat to be used well) or Choam Reconstructions.
