Zadeva: Vetrne elektrarne na Golicu
Spoštovani,
prejeli smo vaš dopis, s katerim nas obvešcate, da bo v okviru prireditev v Rakitovcu pod Golicem v soboto, 26. aprila 2003, organizirana razprava v zvezi z nacrti postavljanja vetrnih elektrarn na Golicu. V dopisu tudi navajate, da prebivalci Rakitovca od izvajalcev projekta LIFE "Ohranitev in varstvo ogrozenih habitatov in vrst na Kraškem robu"", ki od oktobra lani poteka na Kraškem robu, pricakujejo, da jim odgovorijo, ali vetrne elektrarne na Golicu bodo ali ne. Poleg tega prosite za stališce ministrstva o trenutnih nacrtih v zvezi z umešcanjem vetrnih elektrarn v prostor.
Pojasniti moramo, da je ucinkovitost delovanja vetrnih elektrarn odvisna od primernosti lokacije, ki je pogojena predvsem z zadostno prevetrenostjo. Rezultati meteoroloških modelov in obstojecih meritev vetra izkazujejo, da je v Sloveniji najvecji vetrni potencial predvsem na širšem obmocju Primorske. Primernost Primorske za izkorišcanje vetra za proizvodnjo elektricne energije so potrdile tudi namenske meritve, ki se izvajajo za obmocje Primorske. Urad RS za prostorsko planiranje pa je za to obmocje izdelal študijo z naslovom "Ustreznost prostora za gradnjo in delovanje vetrnih elektrarn na drzavnem nivoju".
Na podlagi rezultatov navedenih strokovnih podlag je bil pripravljen odlok o spremembah in dopolnitvah prostorskih sestavin dolgorocnega in srednjerocnega plana RS, ki ga je drzavni zbor sprejel konec lanskega leta. Omenjeni dokument med drugim opredeljuje tudi obmocja, ki so ustrezna oziroma pogojno ustrezna za proucevanje izgradnje vetrne elektrarne z mocjo nad 10 MW.
Znotraj teh obmocij pa se lahko na lokalni ravni dolocijo natancnejše lokacije, kjer se bodo v prihodnosti lahko izvajale ustrezne natancnejše meritve vetra in druge potrebne analize glede moznosti izgradnje vetrnih elektrarn vecjih moci. Na podlagi odloka lahko torej obcine uvrstijo vetrne elektrarne v svoje obcinske prostorske akte. Strokovne podlage za pripravo sprememb in dopolnitev obcinskih prostorskih planov bodo zagotovili posamezni investitorji vetrnih elektrarn, ministrstvo pa se bo do teh strokovnih podlag opredelilo v skladu z elektroenergetskimi razvojnimi programi.
Ministrstvo za okolje, prostor in energijo torej ni pravi naslovnik za vprašanje o konkretnih lokacijah vetrnih elektrarn. Ne glede na to pa lahko povemo, da so meritve, ki so na tem obmocju potekale od leta 2001, in izdelane strokovne presoje pokazale, da na Golicu obstaja moznost izkorišcanja potenciala vetra za proizvodnjo elektricne energije in vkljucitev tega obmocja v slovenski elektroenergetski sistem. Vendar so, kot veste, naravovarstvene smernice pokazale, da je obmocje Golic- Lipnik - Kavcic (travišca) naravna vrednota, ceprav formalno kot taka še ni razglašena. Konkretna lokacija je namrec obmocje ohranjenih strnjenih travišc, ki so vrstno bogati, s populacijami ogrozenih vrst, ki pa so na tem obmocju v ugodnem stanju. Obmocje izpolnjuje kriterije mednarodno pomembnega obmocja za rastline (IPA), poleg tega je pomemben zivljenjski prostor ogrozenih vrst pticev (planinski orel, orel kacar, postovke, lunje, velika uharica in drugih). Celotno obmocje Kraškega roba je del ekološko pomembnega obmocja Kras in je potencialno obmocje Natura 2000.
Sicer pa se ministrstvo zavzema, da s primernimi ukrepi zagotavlja prednost uporabi obnovljivih oblik energije ter energetskih virov, ki manj onesnazujejo okolje. Z izgradnjo vetrnih elektrarn bomo prispevali k uresnicevanju obveznosti kjotskega protokola, po katerih moramo zmanjšati emisije toplogrednih plinov. Energetska politika je usmerjena v odpravljanje posledic onesnazevanja in v zamenjavo tehnologij, ki pospešujejo nastajanje ucinkov tople grede, generirajo dušikove okside v atmosfero in povzrocajo emisije tezkih kovin, prašnih delcev, pepela in emisije toplote v ozracje oziroma vodo. Vkljucitev novih energetskih virov proizvodnje elektricne energije v energetski sistem pomeni tudi zagotavljanje vecje stabilnosti slovenskega energetskega sistema.
Glede sodelovanja na razpravi pa prosimo, da na razpravi predstavite tudi navedeno stališce ministrstva.

year 2001, and of created professional judgement show, that on Golic exists
possibility of exploiting of potential of wind for production of electrical
energy and inclusion this range to Slovenian electroenergetic system.
However are, as know, naturprotection guideline show, that is range Golic-
Lipnik - Kavcic (grassyard - grass ground) adjusts valuableness, although
formally as such still is not declared. Concrete location is namely range
of kept united grassyard, which are sort gets rich, with populations threatened
types, which are on this range in favourable state. Range fulfils criteria
internationally important range for plant (IPA), by this is important vital
place of threatened types of birds (golden eagle, eagle Kacar, kestrel,
harriers, big eagle-owl and of other). Entire range Kras edge is part ecologically
important range Kras and is potential range Nature 2000.
Else ministry strives, that with suitable measures ensures advantage to use renewed shapes of energy and of energy sources, which less pollute environment. With construction of wind power plants will contribute to implementation of duty of Kyoto protocol, round which must to reduce of emission hotbed gases.

Upamo, da se ministrstvo zaveda, da planota Golic spada v Drugi vodovarstveni pas reke Rizane, ki skoraj v celoti pokriva
s preskrbo pitne vode vso Slovensko Istro in da nikjer na svetu Vetrnih elektrarn ne postavljajo na taka obmocja zaradi potencialnega onesnazenja pitne vode s sinteticnim oljem ( vsaka vetrna turbina ima okoli 370 litrov olja, 370 x 80 vetrnih elektrn = 30.000 litov olja ). Da bodo vetrne elektrarne vidne iz Hrastoveljskega tabora in da na tem podrocju ze poteka Evropski projekt Natura2000.

Environment Ministry, a project to build wind turbines in the area of Karsk
has not been approved, and is being examined in the light of the fact that
the project site is likely to become part of the Natura 2000 network once
Slovenia joins the European Union. It was this likelihood that the site

become part of Natura 2000 that led the European Commission to approve the
financing of a LIFE-Nature project in the area, and we are particularly

Thank you for your e-mails about the possible construction of a wind power
project in the Kraški rob and Golic area where the LIFE project titled
"Conservation of endangered habitats/species in the future Karst Park
(LIFE2002NAT/SLO/8587)" is being carried out.
Further to your reply to Mrs. Wallström's letter dated 5 June 2003,
where you provided some more information on this issue, I can inform you
that the project on wind power generation will not take place in the same
area as the Karst Park, nor will there be any assistance from the LIFE programme
for the wind power project.
In any case, I should like to take this opportunity to assure you that any
decision on particular projects is only taken after careful consideration
of its environmental impacts. As part of its requirements for EU accession,
Slovenia is committed to identify areas that will in future become part
of the Natura 2000 network. In this instance, if a project is likely to
affect such sites of nature conservation importance, an appropriate assessment
according to Article 6(3) and (4) of the Habitats Directive must be conducted.
