Contributing to HiLight assumes the following
steps:
Manuscripts are to be submitted to the Moderator either
via email or online, using the special
submission form. Ordinary mail
may be used too; however, the electronic address of the
author should be indicated in order to proceed with
publication, as described hereafter.
The submission will be skimmed by the Moderator to insure
that it is in the scope of HiLight and satisfies the
formal requirements.
There will be no reviewing, editing or commenting the
contents of the submission.
If the submission is not in the scope of HiLight,
it will be rejected without further processing.
If the submission is in the scope of HiLight but
fails to satisfy the formal requirements, the author(s) will
be asked to bring it to the appropriate form. Ordinary
mail cannot be used at this stage!
After that, the submission gets accepted for publication
in HiLight.
Every contribution to HiLight will be given an
unique registration code reflecting the
date and time of the first reception of the submission by
the Moderator (before the possible formal rearrangements).
This code will fix the priority of the publication.
The statement of acceptance and the registry code will be
sent to the author(s) via email.
The abstract supplied as a part of the submission
(see formal requirements) will
be placed in the WWW page for the current issue of HiLight.
All the other materials submitted will be stored in a compressed
format on the local disks of the Moderator; most frequently
requested files will be accessible online.
Information retrieval
For convenience, all the contributions to HiLight
are published by issues; the division into issues depends
mainly on the length of the file, rather than on submission
time or content.
The current issue and the
back issues of HiLight are always
available online, containing short notes,
the abstracts of the papers and the
descriptions of the samples.
If some submission attracts your attention,
you can request the corresponding file
from the HiLight archives via email or online, indicating
its registration code. The file will be
placed on the Web, and the corresponding URL will be
sent to the requester via email. The file will be
accessible online for at least a week. The link to the online file
will be added to the corresponding abstract; such files
can be retrieved without special request to the Moderator -
however, the readers are encouraged to inform
the Moderator about every usage of an online file, to prolong its
online accessibility. Thus, the most frequently requested files
will permanently remain on the Web, while the rest of the archives
is to be stored elsewhere. With more disk space
becoming available for HiLight on the Web,
the number of the files accessible online is to increase.
Note:
Various circumstances may cause a delay with making
the requested files accessible online. This may be due to
a temporary absence of the Internet connection, a reorganization of
the file system, as well as personal reasons. Please, be
patient: your order will be processed as soon as possible,
and you will get informed about it.
Referencing
The publications in HiLight should be referenced
as follows: HiLightregistration code.
The volume/issue number are optional. The name(s) of the author(s)
may be optionally mentioned if they are indicated in the publication.
Legal issues
The submissions to HiLight must be freely distributable
for non-commercial purposes; the contributors are fully responsible
for the contents of their submissions.
The publications in HiLight are copyrighted and must
be referenced if they or their parts are reproduced elsewhere.
The contributors may publish the materials submitted to HiLight
elsewhere or distribute them in any other way, provided that does
not restrict the free usage of these materials by HiLight.
Support
Submitting to HiLight and getting any information from
HiLight is free of charge. The HiLight project
has become possible due to the support of
Yahoo! Geocities providing free
presence on the Web. Any other financial and non-financial help
will be appreciated.
