This site is an effort to DRAW the ATTENTION of our NEIGHBORHOOD and COMMUNITY to the VERY SERIOUS and ONGOING issues that are going un-checked at Tricourt Apartments in the Bitter Lake Neighborhood. Issues include;
Our intention is to bring visibility to these issues with the hope that these issues get the attention they deserve and are resolved internally or externally so as to provide a SAFE and HEALTHY neighborhood for everyone.

3 WOMEN HAVE DIED within the last several years. 2 mysteriously from RESPIRATORY ISSUES and the other from a HEROIN OVERDOSE directly across from a known HEROIN DEALER/ TENANTs apartment. • Susan Mary Freeman DIED of ASTHMA on February 19, 2013 in her apartment in Building #718 Apartment #203. Previous to living at TRICOURT Apartments she NEVER HAD ASTHMA, but Ms. Freeman was surrounded by chronic smokers in her building who smoked continuously. Ms. Freeman was a healthy invidual who succumbed very suddenly which took most tenants who knew her by surprise. • Kate Rogers DIED of RESPIRATORY ISSUES in 2014. Ms. Rogers lived in Building #722 Apartment #329. She had COPD and lived 2 Floors above the one of the most prolific CHRONIC MARIJUANA SMOKER / Other DRUGS? tenant. Having a shared ventilation system that all tenants have in all the buildings was her HEALTH PUSHED OVER THE EDGE by ANOTHER CHRONIC SMOKER? • An UNKNOW WOMAN DIED of a HEROIN OVERDOSE in the hallway across from a KNOWN HEROIN DEALER's apartment in Building #724 Apartment #231 on November 14, 2014 between the hours of 10:00-11:00 pm. SHA tried to have the TENANT in Apartment #231 EVICTED but the KING COUNTY LEGAL SYSTEM EXONERATED the HEROIN DEALER. TENANT is a known user of STREET PROSTITUTES, has done PRISON TIME, and has a DOCUMENTED history of VIOLENCE TOWARDS WOMEN. REFERENCE: King County Superior Court Case Number: 15-2-03870-2 |

SUICIDE |
On November 28, 2017 the resident in Building #724 Unit #235 was discovered deceased by what appeared to be his own hand. The tenant was an unassuming man liked by all who knew him. His DEATH has shocked residents living at Tricourt. He will be remembered for his love of computers and his generosity to the community. He regularly fixed the community room computers and purchased parts out of his own savings.
Given the Deplorable Living Conditions at Tricourt Apartments and the Lack of Involvement by SHA Management its not too hard to understand such circumstances occurring.

SEATTLE HOUSING AUTHORITY | ||||
TRICOURT Properties was designated the 1rst SMOKE-FREE public housing property in the City of Seattle in 2003. In 2012 SHA declared all their public housing properties SMOKE-FREE and received $150,000 dollars from the Washington State Department of Health. Some 10+ years later and 2 subsequent TENANT DEATHS attributed to RESPIRATORY ISSUES it is clear that TRICOURT is anything BUT SMOKE-FREE! [See BAD TENANTS for more information]

Residents in Building #718 and #722 have complained about HOMELESS people living under their STAIRWELLS. TENANTS have found URINE and FECES in STAIRWELLS which they have CLEANED UP because SHA STAFF REFUSED TO. YES! It's TRUE, UNFORTUNATELY! |

Tenants are subjected routinely to Extremely Loud Noise, Fighting and Screaming by people using DRUGS and ALCOHOL. Tenants are routinely witness PROSTITUTION in their buildings and the CRIMINAL ELEMENTS associated with them. |
Tenants are routinely subjected to people with SEVERE MENTAL HEALTH ISSUES who use DRUGS and/or ALCOHOL and then GO BERZERK and ATTACK TENANTS or THREATEN THEM WITH VOILENCE.

DAMAGED LAUNDRY DOOR. Laundry door FRAME BROKEN and DOOR HINGE BENT from some DERANGED Individual or Individuals. | ||
SMASHED DOOR. What happens when a tenant is HIGH and INTOXICATED and tries to KICK-IN his FRONT DOOR because his "Girlfriend" is TOO FRIGHTENED to OPEN the DOOR. | ||
DUMPING HAZARDOUS WASTE. TENANTS regularly are faced with WASTE of ALL TYPES being dumped in building COMMON AREAS including Hallways, Lobbies, Stairwells, and the Elevator. | ||
INFAMOUS BACKDOOR of BUILDING 722. PROSTITUTES affiliated with the TENANT in Apt #129 which was featured on KIRO TV Channel 7 were doing there business with their JOHNS back here. TENANTS regularly found Rubbers and Needles. A used mattress provided extra comfort for clients. | ||
HUMAN WASTE under STAIRWELL. TENANTS in Building 722 discovered Food, Clothing, and Human Waste Under the East Stairwell. It was SO GROSS that SHA Staff were unwilling to clean up the mess. TENANTS had to clean the area. SHA REFUSES to this DAY to Spray Wash the area because they say it will damage electrical wiring in the stairwell. SEE SHA Un-Management for more information | ||
GARBAGE ATTRACTS ANIMALS and VERMIN RATS, SQUIRRELS, and Other ANIMALS and INSECTS are treated to a BUFFET of GARBAGE Strewn about the premises. It's not just a TENANT Safety issue, it's a PUBLIC HEALTH ISSUE. | ||
CARS BLOCK ACCESS TO GARBAGE BINS. Garbage trucks cant access GARBAGE BINS, Garbage Bins OVERFLOW, and ANIMALS and VERMIN Proliferate! | ||
BAD NEIGHBORS - Tressa Apartments (14200 Linden Ave N). What was formerly a run-down Trailer Park with drive-thru drug service has now turned into a Megagopolis Mix-Use complex. It also has turned into a base for Drug Dealers and Prostitutes who use Tricourt's BACK PARKING LOT as place to SERVICE their CLIENTS. | ||
BAD NEIGHBORS - Cedar Pointe Apartments (750 N. 143rd St- RIGHT SIDE). Apartment Complex neighboring Tri-Court has been DUMPING its YARD WASTE on Tri-court's most Easterly Side for DECADES! Seattle Housing Authority seem to TURN a BLIND EYE to it all. | ||
BAD NEIGHBORS - Northline Apartments (14355 Linden Ave N) - aka Linden Tree Apartments aka The Woodland Pointe Apartments. The Apartment Complex just North of Tri-Court Apartments used to be a thru-way from Linden Ave N to Fremont Ave N. A fence was erected on the West Side of the complex stopping thru-traffic. The property just West of this fence has become a NO-MANS LAND / GARBAGE DUMP. Its also provides a passage way for HOOLIGANS, MALCONTENTS, and TAGGERS who jump fences and do whatever they please. Why is SHA Living in a Fantasy World? | |
The mission of the Seattle Housing Authority is to provide, within a financially sound framework, decent, safe , and affordable housing for low-income persons in an environment that enables a resident to live with dignity. • To provide housing means facilitating, planning, developing, building, acquiring, managing, renting, selling, financing, maintaining, and improving properties or housing for low-income persons. In providing this housing, the Housing Authority can carry out these activities itself or it can jointly venture or contract with any other public or private party under powers granted by the Washington State Housing Authorities Law. • Decent housing is housing which meets an individual's or a family's basic shelter needs • Safe housing is housing which meets building and health code standards, and provides residents with a sense of security • Affordable housing means the amount paid for shelter does not unduly impact an individual's or a family's ability to provide for other basic human needs • Low income is income below 80% of area median, adjusted for family size • To live with dignity means the living environment recognizes the inherent worth of every person. This environment maintains the privacy of the individual and minimizes the public institutional nature of the housing and services provided. It is more than a roof overhead. It is person-centered. It promotes general health and well-being and encourages residents to share responsibility for that health and well-being • To be responsible means paying rent on time, or promptly making other arrangements acceptable to SHA for full payment. It further means taking good care of the dwelling unit, both inside and out, and promptly reporting any necessary repairs. To be responsible also means respecting neighbors and not placing an undue burden on neighbors or staff through failure to respect the rights of others. Finally, to be responsible means honoring the provisions of the lease. • Human service providers are public and private agencies which provide social and health services to SHA residents. Family, friends and human service providers have the primary responsibility for ensuring that residents have all necessary services. SHA has the responsibility for facilitating and coordinating the provision of services, but not providing such services directly. |
