PROJECT MANAGEMENT PORTFOLIO

I have done extensive facility project engineering at Peterson AFB in Colorado Springs for the US Air Force in the past six and a half years. Most of my projects are of a non-classified nature, but for classified programs under the Space Command force structure. Many of these projects were running concurrently for several different organizations, requiring extensive and complex coordination of government, vendor, and construction schedules.

RECENT PROJECT SCOPES

Simply because of the nature of the business in my current organization, a number of these projects are facilities-specific. Many deal with multiple classified networks and communications systems and protocols that I cannot discuss here (for security reasons). The breadth of project types and the different systems that are employed in each have made me extremely generalized - in addition to HVAC, planning, and layout, I have garnered extensive experience in single and multiple phase electrical planning, estimating, and installation, low-voltage security systems and their planning & administration, and multiple-array data networks including both milspec & proprietary systems and ethernet distribution network planning and installation up to gigabit, both fiber and UTP. I have been exceptionally lucky to have complete control over my projects - the government had the impression early that I was the subject matter expert on, well, everything, and I've tried hard to make myself just that. The continuance of new projects of increasing scope and complexity show that I have succeeded in such.

Rendering (unclassified) of a large terminal area/office redesign package for projectTerminal Room Buildout (2002-3)
Engineered, coordinated, and installed a 96-station buildout in an occupied terminal room.  Designed and installed infrastructure and systems furniture, upgraded two classified networks and coordinated personnel moves to expand a terminal space by over 50%.  Conducted all tasks while normal operations were proceeding with minimum disruption of work.

SIPRNET (Secret IP Router Network) Installation (2002-3)
Designed and installed specialized network for military communications including encryption hardware to support special user requirements.

InfoSec Lab (Showroom) Planning & Design (2002)
Provided engineering analysis and equipment selection for transforming a small user lab into an InfoSec showroom for client development and education. The commercial client for this project prefers to remain anonymous.

Engineered and planned for changing security enhancements in the more security-conscious environment, including remote video cameras, glass-break sensors, and dual-tech motion sensors for a 200,000 ft2 development and support facility.

Provided engineering analysis support, development of engineering drawings, site survey expertise, NEC and military standards installation, and manpower for the installation of UHF and EHF antennae to make a command post maintenance facility fully operational.  Provided as-built drawings and technical documentation.

Milstar S-280 Antenna Shelter Installation Support (2001-2)
Designed and installed milspec power and custom datacomm links to testbed (experimental) S-280 EHF antenna shelter.

Terminal Room Buildout Development (2001-2)
Rendering (unclassified) of a terminal room design package Engineered major overhaul and transistion of an open terminal room to a secure, classified terminal and conference area involving major facility modifications.  Acquired all installation materials and began work when government requirements changed due to 9-11.

UHF/EHF Antenna Installation Support (2001-2)
Provided engineering analysis support, development of engineering drawings, site survey expertise, NEC and military standards installation, and manpower for the installation of UHF and EHF antennae to make a command post maintenance facility fully operational. Provided as-built drawings and technical documentation.

Engineered and rebuilt three offices, including all associated facility infrastructure, for high-level command and control personnel as the command structure was modified.

Office Area HVAC Upgrade (2000)
Engineered and modified the HVAC system for a 25,000 ft2 office space to provide adequate ventilation to newly-added private offices; performed all work after-hours to minimize operational disturbances.

Planned, installed, and certified two CAT6 networks (75 nodes) with gigabit fiber uplinks in new terminal room space to upgrade an existing 10BASE-T and 10BASE-2 coax daisychain network in a new facility configuration.  Planned the install to meet EMSEC classified security regulations.  Designed the network architecture for integration into the security accreditation packages.

SMCS Proficiency Trainer Installation (2001)
Provided facilities and installation support for the installation of a 6-seat full-up SMCS simulation system.

Ground Command Post Terminal Installation (2000-2002)
Installed aircraft-mount computer systems in a 950 ft2 data center with custom overhead ladder racks and wireways providing data connectivity and power.  The terminal setup arrangement has the ability to directly communicate with the satellite to bypass the software testing environment.  Provided ongoing support as the testbed program modified.

Replaced in-use operational GPS servers at minimum downtime, including extensive facility modifications to prepare the replacement area as equipment was switched out and delivery of old equipment to DRMO.  Modified the EPO/APO circuits for the operational center hot.

Classified Office Isolation & Enclosure (2000)
Engineered and installed an isolation office where classified conversations could be held in an otherwise unclassified office space, including electrical, lighting, HVAC, and other modifications.  Planned for the use of STC-35 and higher wall materials and white noise generators in accordance with security regulations.

Retrofit Facility with Upgrade AHU (1999-2000)
Engineered complete installation plans for adding an additional Air Handling Unit (AHU) to allow transition of a storage library into a terminal room for 30 users, and relief of overload on existing AHU units.

Facility Physical Security Upgrades (1999-2000)
Engineered and installed new access control systems, video surveillance, and photo & magnetic identification card production equipment for enhanced facility physical security.  Developed new procedures for building access after-hours to reduce the onsite guards' presence from 24/7 to 16/5, saving the government in excess of $50k per year.

3D planning for classified terminal locations with power layoutCyber Remote Alarms (1998)
Engineered and installed modifications to mainframe computer equipment to provide remote alarms to allow monitoring beyond normal hours of operation.

Computer Operations Room Buildout (1998)
Performed site survey, accomplished installation design, and modified facilities to accommodate computer system workstations and equipment to support the Global Positioning System (GPS) program.

Major HVAC planning/installation for reconfigured office spaceCommunications System Upgrade (1998)
Identified upgrade equipment and power requirements for new Sun workstation hubs.  Installed new data patches and switches to maintain Cat 5 data transmission standards.  Installed new electrical circuits to support Sun peripheral and hub power requirements.  Tested and certified existing network and new equipment to Cat 5 and extended performance range to Cat 6 standards.

UPS Battery Recondition & Replacement (1998)
Replaced 376 UPS batteries in existing high-load UPS units with replacement batteries.  Load tested and removed batteries for EPA-compliant disposal or reuse.  Rebuilt empty UPS cabinets with reusable batteries to increase facility UPS capability.

Communications Room Cooling Modifications (1998)
Performed engineering services and design to construct closed loop plenum airflow to future technical area, new tape vault, and communications hub room.  Identified, purchased, and installed computer room cooling unit to compensate for current and future equipment heat load requirements.

Custom built and installed overhead cabling racks for aircraft-mount computer systemsSecurity Barriers Installation (1998)
Designed, installed, and documented security enhancements and modifications.  Constructed above ceiling, below floor, and intra-duct barriers to restrict access to high security areas.

CISF Tape Vault Mobile Shelving System (1998)
Identified requirements for computer media tape vault storage.  Installed additional electrical circuits in new tape vault to accommodate media equipment.  Upgraded HVAC system.  Designed and installed mobile shelving system to accommodate existing and future computer media storage.  Relocated contents of old tape vault to new tape vault.  Relocated computer media to mobile shelving system.

Computer System Chilled Water (1997-8)
Designed and installed a backup system for the existing computer cooling, chilled water supply system.  Modified and added to the existing electrical and mechanical systems to provide an uninterruptible supply of chilled water to the existing water-cooled computer mainframes in the event of a power outage.
