ENGINEERING EMPLOYMENT HISTORY
Jul 2004 to Present: Computer Sciences Corporation (CSC), permanent assignment to Defense Information Systems Agency (DISA) Computing Services, Facilities Engineering team. Principal Engineer.
DISA Computing Services, Facilities Engineering Team (CD523) provides comprehensive facilities engineering for 20 data processing facilities, supporting a variety of distributed national security processing elements for classified and unclassified programs. I have team lead responsibility for the BOS program, providing operational, programmatic, and contract support for all operations & maintenance requirements to keep these facilities operational and efficient. All operational technical requirements for these 20 sites under a $100k/yr threshold is the sole responsibility of the BOS team.
Project Management: Systematically plan, organize and control allocated resources to accomplish project cost, time and performance objectives. Develop & manage operations-enhancement projects to support new customer workloads, programs, and SCIF construction initiatives. Manage a revolving budget of between $5 and $9 million per year to support the BOS program, dependent on current requirements.
Support Site Contract Requirements: Complete and communicate requirements analyses for complex and integrated facility systems as they relate to other facility and organizational systems. Coordinate with site Facility Managers to gain understanding of site-specific requirements and conditions. Use facility management background, knowledge of individual site unique situational requirements, DISA short- and long-term operations and modernization plans, and experience with industry and trade sources to develop clear, concise, and correct Statements of Work (SOWs) for contractors and host organization support agencies to follow in order to accomplish the stated and implied requirements as well as to meet other functional area needs (such as security and networking). Provide ongoing technical representation of requirements through the entire Acquisition life cycle.
Support Site BOS Agreements: Review site requirements and host installation services both on written Interagency Support Agreements (ISAs) and with site personnel. Conduct and attend meetings with host installation support agencies to discuss proffered support options and to negotiate appropriate services and reimbursements for services offered. Provide technical input to ISA reviews and updates.
Engineering Expertise: Function as Subject Matter Expert (SME) for a variety of facilities-related issues, provide input, and make recommendations based on guidance from applicable Codes, standards, regulations, instructions, and other guidance. Develop specifications, justifications, plans, and perform analytical studies for non-Capital projects and initiatives. Communicate SME knowledge to management and stakeholders as it relates to their needs.
BOS Process Improvement: Understand DISA short- and long-term operational and modernization plans relating to BOS activities at DISA Computing Services data processing facilities. Develop tools, techniques, and procedures to stabilize and improve existing and future processes and standards to accomplish work and to enhance communications within the organization. Critically review and work on continuous improvement of BOS process factors to enhance support effectiveness.
Specific BOS Initiatives: Developed enterprise-wide technical SOWs for such facilities systems as underfloor cleaning and sealing, security escort support, roofing asset management, and new technology lightning protection systems, in addition to more typical site-specific contracts for items such as generator maintenance, security systems replacement and maintenance, custodial services, raised floor equipment and power installation support, and BPA electrical installation support.
Nov 1997 to Jul 2004: ManTech National Security Systems, Security & Mission Assurance Group. Senior Project Engineer.
Sole facilities engineer & engineering program manager for ManTech's Colorado operations. Responsible for all aspects of projects, from conceptualization to design to construction and implementation to maintenance. Work as primary technical contact for clients at Peterson and Schriever AFBs, developing new projects, providing scheduling, and ensuring the clients are fully informed and happy with the design and progress of each project.
(ManTech International Corporation went public in 2002 and reorganized their organization, creating a new combined company with the purchase of and site consolidation with Aegis Research in 2003. The new combined organization retains its original hierarchical structure in my operations department, the Advanced Systems Center (ASC)).
Project Management Roles:
Liaison with current and prospective clients to start new projects, commercial, contract, military, and government, and develop new customer relationships
Analyze current operations and conceptualize new projects for customers to meet their identified needs and goals
Prepare and present engineering studies for new projects to customer principals
Work with facility engineers, computer & human security personnel, and AF satellite system sustainment program managers to develop effective & timely solutions to problems and anticipated growth requirements
Provide customers with cost-effective alternative solutions to meet their stated requirements & implied goals, & provide comprehensive engineering cost estimates of proposal alternatives
Develop detailed project plans to accomplish statement of work tasks on schedule and on budget, and publish those plans to all involved parties
Determine work breakout by functional areas, negotiate with, and select subcontractors to perform tasks to standard
Manage project and vendor budgets based upon individual program accounts
Schedule & supervise (escort in secured areas as required) multiple contractors to meet project schedule & performance deadlines
Prepare and present facilities-specific task plans and bids for government RFPs in business development settings
Engineering & Resource Planning Roles:
Design & present complete engineering solutions for new projects, including electrical, lighting, HVAC, fire protection, life safety, networking, environmental, and security aspects
Specify & manage ManTech Advanced System Center (ASC)'s voice, datacomm, OS & software deployment, network security, and LAN operations
Plan, develop, test, deploy, & integrate ManTech's Colorado Operations Windows 2000 Server network.
Network & Hardware Integration Support Roles:
Design and build custom data cabling and hardware interfaces for unique milspec terminal and test equipment to meet specific user requirements, including crimp, clamp, and solder assemblies and milspec power and data connectors
Plan, install, terminate, test, and certify complete Ethernet LAN networks, from user data ports to managed switches, including UTP copper (CAT5e/6) and SM/MM fiber optics (Gigabase) - see certifications below
Operate test equipment to define current conditions, plan necessary refit tasks, and certify correct installations, including digital multimeters, CAT5/6 testers, ODTRs, butt test kits, GFI & current detectors, and tone/probe testers
May 1997 to Oct 1997: The Trane Company, Water Chiller Business Unit. Process & Quality (Operations) Engineer.
Manufacturing floor engineer responsible for all decisions concerning form, fit and function during construction of 130 to 450 ton water chiller units. Identified process problems and worked with operations, engineering, and materials to improve current processes. Developed new welding fixtures & processes to expedite construction of units.
May 1993 to Apr 1999: Captain, United States Army, Infantry, 4th Infantry Division (Mechanized), Fort Carson, CO
Company Executive Officer (XO), D Company, 1st Battalion, 12th Infantry Regiment (April 1996 - May 1997): Logistics and operations officer and second-in-command of a 107-soldier mechanized infantry company with 23 combat vehicles. Responsible for all aspects of unit maintenance, supply, and equipment readiness. Managed procurement and an annual budget of $720,000.
Battalion Liaison/Training Officer, 1st Battalion, 12th Infantry Regiment (April 1995 - April 1996): Primary assistant to the operations officer in development and execution of training and combat operations. Planned and resourced all training for a 750-man combined arms Task Force, including multiple battalion-level deployments to Ft. Carson training areas, Pinon Canyon Maneuver Site, and the National Training Center (NTC). Liaised with higher, lateral, and lower levels in support of and to deconflict unit missions. Extensive project management for ongoing and planned operations in the near-, short-, and long-term planning horizons. Responsible for acquiring and producing onsite at required times all necessary food, water, ammunition, training ranges, and support for 58 combat vehicles and 100 wheeled and tracked support vehicles and their crews.
Infantry Platoon Leader, A Company, 2nd Battalion, 12th Infantry Regiment (June 1994 - April 1995): Overall responsible for training, safety, welfare, and accountability of a 35-soldier mechanized infantry platoon with four Bradley fighting vehicles and associated equipment valued at $4 million.
