Gil’s younger brother Phil returns with a new, out-going personality which everybody at KACL loves. However, Gil worries that Phil will take things too far one day and end up in jail. Determined not to let this happen, Gil decides to send Phil to a ‘startled straight’ program, which turns out to be more extreme than he anticipated. Meanwhile, Kenny and Rose finally open their matchmaking service, but their first day is typically hectic as they try to find a match for the dorkiest guy imaginable.
