NAPOLCOM issues twin memos vs. illegal gamblingThe National Police Commission (Napolcom)  has issued two Memorandum Circulars aimed at intensifying the campaign against illegal gambling at the local levels. 
 
The two anti-illegal gambling directives were issued last April 15, 2002 by the Commission en banc chaired by Interior and Local Government Secretary Jose D. Lina Jr. It took effect May 16, 2002 after its publication in a newspaper of general circulation. 
 
“With these directives, there will no more reason for our local chief executives and members of our police force why they cannot stop illegal gambling, especially jueteng,  in their areas of jurisdiction,” Lina said. 
 
The first circular prescribes the additional duties and responsibilities of local chief executives as NAPOLCOM Deputies in the illegal gambling  drive, and the second provides for a more  efficient, sustained, vigorous and resolute PNP campaign  against jueteng and other forms of illegal gambling activities. 
 
Under Memo Circular No. 2002-004, the Provincial Governors and City/Municipal Mayors, as prime movers in the anti-illegal gambling drive, are enjoined to stop illegal gambling operations and prepare an anti-illegal gambling operational plan for implementation by the PNP Provincial Director or Chief of Police. The LCEs shall also be responsible in pursuing the criminal prosecution of violators of PD 1602 and other related anti gambling laws. 
 
According to Lina, local chief executives who have knowledge of the operation of jueteng and other illegal gambling activities in their respective areas of responsibility but fail or refuse to stop the same shall be held administratively liable for dereliction of duty under Section 60 of RA 7160 or the Local Government Code of 1991. 
 
NAPOLCOM Memo Circular No. 2002-005, on the other hand, directs the police — from the PNP Chief down to the local chiefs of police and station commanders — to immediately undertake an all-out campaign to stop and eradicate jueteng and other illegal gambling activities. 
 
Said memorandum recognizes all PNP units as the primary law enforcement arm in the national anti-gambling campaign, and as such, are enjoined to closely land directly coordinate with their local Peace and Order Councils (POCs), Law Enforcement Coordinating Councils (LECCs), and other public and private organizations actively involved in the campaign. 
 
Lina added that “any PNP official or unit chief who fails or refuses to stop and eradicate illegal gambling operations in his area shall be administratively charged with Serious Neglect of Duty under the Doctrine of Command Responsibility.” 

 “With these issuances, I am inclined to say that all the other Napolcom Commissioners are now joining me in putting our necks on the line.” Lina said. “The Napolcom is dead serious in bringing an end to illegal gambling in the country. It can be done and must be done,” Lina stressed. 
 

 Campos’ amazing run sparks Palaro blitz 

ROXAS CITY — In the day of her greatest challenge, Capiz’s Marigen Campos admitted she was pressured after she was ‘marked’ by her opponents in her favorite 3,000 meter-run event in the forthcoming Palarong Pambansa set in Naga City June 3-8.
 
Campos, 16, of Philippine Railway Street here, wearing Western Visayas (Region VI) checkered, will go  against Philippine top caliber athletes in her favorite  Palarong Pambansa events — the 800, 1,500 and 3,000 meter-run.
 
A fourth year high school student of Filamer Christian College (FCC) here, Campos was  dubbed as the “track’s queen” of Capiz after she brought prestige and honors to the Capiceños when she  bagged 2 gold medals in last year’s Palarong Pambansa. In 1,500 meter-run, she registered 4:50 seconds and another gold medal in 3,000 meter-run, were  she established a record breaking  career  of  10:40  seconds  enough  to surpass the 10:43 seconds set in Palaro 2000.
 
Campos’ name became a byword not only in the track oval of Western Visayas but throughout the country because of her amazing run that sparked blitz in athletics in Capiz province.
 
Campos  topped  the 10-K Milo regional marathon where she set 43 minutes, held in Bacolod City on September 26, 2001 and 10-K Adidas Masskara marathon where she registered  41:23 seconds.  
 
Her superb performance is her participation in the 24th Asian Athletic Track and Field Championship where she snatched the bronze medal in the 3,000 meter-run and registered 10:53.10 seconds held in Thailand, June 26, 2000.
 
At her age, Campos considered by many runners and athletic coaches as one of the best tracksters ever produced by the province of Capiz, acknowledges the help of her brother Josue, her first mentor-trainer as well as to her ever supportive school FCC.
 
“I am ready to mix it up against any Palaro’s favorites not only to defend my title but to give some message that Capiz province should be included in the “athletes to watch” by the Philippine Sports Commission,” Campos declared.
 

1st Day: 15 file bid for barangay, SK posts 

Roxas City — Fifteen city aspirants filed on May 31 their certificates of candidacy before the city's Commission on Elections office for the July 15 synchronized Barangay and Sanguniang Kabataan (SK) elections.
 
Two, both incumbent barangay chairmen, filed their bids for reelection.  They are Samson B. Carillo of Barangay 2  and Saturnino A. Apruebo of Barangay Dayao.
 
Nine filed their certificates of candidacy for barangay kagawad.  They are  Siolly Y. Andrade  of  Barangay   Bolo, Rosemarie  A. Bartolo of Brgy. 2, Ernesto Dela Torre of Dayao and Lito F. Miranda of Brgy. Mongpong.
 
Others who filed their bids for barangay kagawad are Ramon A. Cadellino, Rey C. De Martin and Liberato C. Coronado in Brgy. Lonoy and Enrique V. Antozada and Jacinto A. Eslabon in Brgy. Baybay.
 
For SK, two filed for  chairman: Michelle Aranza of Baybay and Marivic D. Ignacio of Brgy. Tanza.
 
Two  filed for SK kagawad: Enrique G. Antozada III of Baybay and Razel Clarito of Brgy. Cogon.
 
City election officer Nelly Abao Lee said that  it is better that the  filing of COC (certificate of candidacy) starts early so that the people will have enough time assessing the capabilities of the candidates.
 
The filing of the certificates of candidacy for SK and barangay posts was originally scheduled June 27-July 4 as stated in Comelec Resolution 4780.  But this  was amended by Comelec  Resolution  no.  47801 dated May 23 stating that the filing starts May 31 up to June 10.
 
Campaign period is from July 5 to 15.  A liquor ban will be imposed a day before and during election day.
