3 Democratic Amendments to the bill S. 3709: United States-India Peaceful Atomic Energy Cooperation Act were killed that would limit the waiver authority of the President of the United States, and would make the position of the US to discourage India from getting nuclear weapons. The bill (without these amendments), however, did pass. This is a key victory for President Bush--now America will be supporting the advancement of India's weapons program.
