The Project Office

All projects and programmes are by nature temporary. They are defined, planned,

executed and closed and are not a continuous process in their own right.

Unless a Programme Management Office is implemented the organisation will need to develop a

supporting infrastructure for each new project and programme. The lessons learnt from one may not be passed onto the next!

It is essential to provide a central control for projects and programmes otherwise the monitoring and control can become a logistical nightmare.

The approach I adopt to development and deploy a Programme or Project Office is described by the following 4 stages:

  1. Control - it must first gain control over the projects
  2. Consistent Delivery - it must position itself to ensure consistent project performance within the Portfolio
  3. Effective Decisions - once it has a proven track record the Programme Office can position itself to facilitate effective decision making within the Portfolio
  4. Optimise - the PMO should develop an optimal environment in which project activities succeed
