The core samples have finally been studied and everything looks satisfactory at this point....after some initial concerns.  Our engineer is scheduling a meeting (hopefully within the next two weeks) with the DEP dam engineers to go over the proposed plans. This will hopefully eliminate any problems with DEP rejecting portions of the plan and forcing us to resubmit new plans, delaying the project even longer.  I will try and post more when I learn it.
