DOCUMENTATION AND OTHER VENDOR REQUIREMENTS FOR LIST OF DECLARED ARTICLES OTHER MANDATORY REQUIREMENTS: DECART LIST OF DECLARED ARTICLES (NSW as of Sept 2023, but all other States and NZ have very similar lists) WHAT IS A DECLARED ARTICLE? First of all, ALL mains powered appliances sold in Australia need to meet their relevant AS/NZS electrical safety standard. Consumer law obliges companies manufacturing or importing mains powered items to obtain and be able to produce proof that their product does in fact meet local safety standards, normally in the form of a safety test report from a certified laboratory. Normally you would get these from the manufacturer before placing your order. WITH CERTAIN CATEGORIES OF HIGH-RISK ITEMS YOU HAVE TO GO A STEP FURTHER, and have your safety report examined by a suitably qualified and licensed "certifying body", who will then issue a certificate confirming that the testing in the report was correctly done and is to the right standard. The formal name for that sort of document is: "Certificate of Approval". It is also variously known as an "Approval Certificate", "Approval", or (commonly but incorrectly) "SAA Certificate." Items requiring an Certificate of Approval for legal sale in Australia are variously referred to as "Declared," "Proclaimed" or "Prescribed" articles, depending on the State. With a few minor exceptions, a Certificate of Approval issued in any Australian State or New Zealand, will automatically be recognized in all other States or NZ. Additionally, all companies supplying declared articles in Australia and NZ have to individually register that particular model on the EESS database. This is now mandatory in all States except NSW, but unless your product is only ever going to be sold in NSW, it is effectively mandatory for all states. Generally, declared articles are mostly either 240V-carrying items that are hand-held in use (eg kitchen and workshop tools), heat-generating items that are intended to be left running unattended for long periods (lights, heaters, cooking appliances etc) or compact power supplies (plugpacks) with output connectors accessible to users. Generally, if it's not on this list, it's not a declared article. Most Declared Articles are covered by specific safety standards. For example, AS/NZS 60335.2.28 specifically covers sewing machines. A suitable safety report would cover AS/NZS 60335.1 and AS/NZS 60335.2.28. However, note that if the Sewing Machine contains some unusual component that is not mentioned in AS/NZS 60335.2.28, (for example, some sort of heat sealing system), then the test report must also refer to a standard that covers that). It's very important to understand that concept: a Certificate of Approval is a confirmation that ALL ASPECTS OF THE PRODUCT are safe for consumer use, not just that it meets a standard specific to that product description.
