"Kuwait postal services began in 1775 and was partially organized in 1879 but not truly organised until the East Company began to use Kuwait as a relay point for its messages between England and the Orient.
On February 28, 1904 an agreement was signed with the British Government for the commencement of postal services and the first regular post office was opened January 12, 1915 in the British Consulate under the aegis of the Indian Postal Department using Indian stamps cleared with 'Koweit' postmarks. On April 1, 1923 a set of 15 Indian stamps overprinted 'Kuwait' were issued as the first stamps for exclusive for use in Kuwait. Between 1947 and 1949, to commemorate the anniversary of the accession by Sheikh Ahmad Al-Jaber, the Kuwait State Secretariat produced labels that resembled a non-denominated postage stamp and were supplied to the post office to be affixed to incoming and outgoing letters and were often postally cancelled. On February 1, 1959, Kuwait Government took over the postal service and issued their own set of 13 stamps. In February 1960, Kuwait became a member of the Universal Postal Union. "
