I don't know much on the scouter,but here's what I know.The scouter is a very useful tool that can be used for finding certain people by getting their powerlevel on the scouter.It was seen used by Vegeta,Nappa and Feriza's henchmen and you can find dragonballs with the scouters too.People can hide their power too.So they can make it seem their powerlevel is low but really it is high.Some people don't have to use a scouter,they can just sense it,and they know if it is evil power or good.
