RE: OPPOSITION to Proposed Zoning Amendment CB-53-2005

Dear Council Members:

Sprawled-Out Accokeek, a civic association registered with the M-NCPPC in accordance with CB-12-2003, opposes proposed zoning amendment CB-53-2005. We object to the fact that this amendment will bypass the normal citizen review process for zoning changes.  We also believe that this text amendment is an example of spot zoning because it is intended to benefit single landowners or developers, not the community at large, which is illegal under County law.

If CB-53-2005 is approved, the 942 units adjacent to Mary Catherine Estates and 1,100+ units east of Windbrook will increase Clinton's density by 800%.  We do not believe that these subdivisions are in the best interests of current Prince George's County residents because of the attending problems that such development would bring -- overstressed public facilities, more overcrowded schools, inappropriate stress on insufficient infrastructure leading to extreme traffic jams and shoddy roads, stormwater management problems, and wetlands destruction and pollution.

Please also include in the record of the Council hearing that we oppose CB-53-2005 because changes in zoning should allow for full citizen notification (including posting of properties), and because of the extreme negative impacts listed above that these developments would create.
