| Dear Council Members: I support CB-5-2006, the �TDR bill�. The Council must pass this bill to preserve our rural areas, and to put development only where public services are available. The members of my community want a strong and viable Transfer of Development Rights program. However, the bill must: ? continue to include mandatory downzoning ? include language specifying that density will not exceed master plans in receiving areas ? reduce exceptions for building in downzoned areas ? not exempt large projects We applaud the Council�s efforts to fulfill its promises of adopting laws that manage out of control growth. This is in line with the county�s General Plan. CB-5-2006 recognizes that it is unfair to residents in established areas if we divert public resources to serve new housing projects in far-flung rural locales. While I am unhappy that the bill has changed from its original form, I can support the "density increase" approach if you pass CB-5 with the points listed above included.
