Dear Council Members:

I support CB-5-2006, the TDR bill.  The Council must pass this bill to preserve our rural areas, and to put development only where public services are available. The members of my community want a strong and viable Transfer of Development Rights program.

However, the bill must:

? continue to include mandatory downzoning

? include language specifying that density will not exceed master plans in receiving areas

? reduce exceptions for building in downzoned areas

? not exempt large projects

We applaud the Councils efforts to fulfill its promises of adopting laws that manage out of control growth. This is in line with the countys General Plan.  CB-5-2006 recognizes that it is unfair to residents in established areas if we divert public resources to serve new housing projects in far-flung rural locales.

While I am unhappy that the bill has changed from its original form, I can support the "density increase" approach if you pass CB-5 with the points listed above included.  Dont water the bill down by making it voluntary.

Sincerely yours,
