Inception support for large-scale construction projects: A knowledge modeling approach

Inception Support:

Despite the general agreement about the importance of very early project decisions (60% to 80% of the total cost of the projects is determined during this stage), very early projects stages is not yet adequately supported by information communication and knowledge technologies (ICKT). This research focuses on the problems contributing to the lack of ICKT applications and tries to improve inception and very project phases and looking alternative solutions like QFD. Basically the research tries to formulate client requirements in an efficient way and turn it to alternative feasible solutions by the means of time, cost and quality.

The basic concept uses some ideas from requirements engineering, process change management and ICKT. Particularly, I specialized in aspects such as requirements and performance based building specifications as well as budget estimation, cost engineering, early project planning, and company resource management for LS engineering projects.

The results of the solution:

The developed the concept also applied in real life projects during the CONCUR project by industrial partners. Two cases being applied firstly to early stages of a power plant tendering which resulted %20 cost reduction %30 time reduction and able to produce 3 alternatives. The second one is applied to building and construction projects. The results we less convenient %10 cost cut and %20 reduction of time.

ICCI is the short name of the EU project: Innovation co-ordination, transfer and deployment through networked Co-operation in the Construction Industry. The overall aim of the ICCI project is to enhance the co-ordination of research and developments in IST projects targeting the construction sector, the promotion of the selected projects results, and a concerted support for the future implementation and deployment of new technologies in the industrial context.

CONCUR is the name of a European Commission funded project in which Taylor Woodrow, Skanska and IVO Power Engineering are the three leading industrial partners. (Brite/Euram 6396) CONCUR is focused on improving the Project and Construction Management process, particularly in the evolving stages of project inception, design, costing and construction planning leading up to construction activity. CONCUR project will implement, develop and deploy integrated IT environments for multi-partner construction projects.

Partners are Skanska (Sweden), IVO Power Engineering (Finland) and Taylor Woodrow (UK) - the industry partners. They are supported by the Royal Institute of Technology (Sweden), VTT (Finland) and TNO/Delft University (NL) - the research partners. Also participating is STABU, the Dutch building specification body.
