The determination of the territorial limits of the imperium of the Parliamentary state Graciosa was made by the temporary Parliament of Graciosa on August 22, 1996. 

"Our land is situated in the most Western emptiness (Arabian= "Sahara"), at the Atlantic Ocean. 
At present it is a land without people. It has 100 kilometer coast line and goes 80 kilometer land inwards. The inhabitable part is the sea-town Lasoberana, 12 kilometer land inwards and 20 kilometer coast line." 

This is the first stone     and the heart of the sea town.
                                                                             In this heart will be situated

The official, physical presence of Graciosa on January 27, 1995 stands for the reunion and legalisation of nation and land into State.

 
 

The inhabitants of Graciosa have a dual nationality during three to five years, their own nationality and that of Graciosa. After this period they can obtain the full nationality of Graciosa and as sovereigns they can obtain an ID which is legally controlled by the parliament. Change of name is posssible, although the place and date of birth have to be kept.
The individuals who definitively have obtained the nationality of Graciosa are supposed  to be economically and politically free and independent and free of any religious fundamentalism.
