The parliament:
The resolutions of the parliament are taken by the people.
The parliament consists of four organs.
each of the organs is represented in the Parliament with one vote:

the republic       - one vote -  &nbssp; one represenlative
the aristocraty   - one vote -    one represenlative
the anarchy       - one vote -  &nbssp; one represenlative
the monarchy    - one vote -    one repreenlative

In the case of an insolvable discord or absence, the monarchy has a decisive vote but not a veto.
The decisions of the Parliament are accepted and respected by all the inhabitants.
