1st  December      2006 The relentless presure from SNEA/NCOA/Co-ordination Committee of Officers' Associations of CPSUs (viz Telecom, Oil, Coal, Power, BHEL, Steel Sectors), Govt. of India appoint Pay Revision Committee for officers in CPSUs under the Chairmanship of Justice M.J. Rao, Retired Judge of Supreme Court.   The Committee has to submit report within 18 months.  Click for order 

Gs met Dir(HRD) & discussed on :

1. Issue inter-circle request transfer cases of SDEs which he agreed to do so immediately.

2. GS requested Dir (HRD) to post SDEs on promotion in different tenure circles instead of limiting to 1/2 circles. Dir.(HRD) accepted request in principle.

3. On persuation of GS, Dir.(HRD) instructed Sr.DDG(Pers) to send the proposal of notifying the comp. exam. to the SR section immediately.

4. GS further requested Dir (HRD) to consider sincerely to clear the entire 1992 JTO batch while issuing the promotion order.

30th  October      2006 BSNLCO issues a list of 964 SDEs/Sr.SDEs whose names are not included in the screening list sent by the Circles, may there be reason as presumed that they might have now not been in the said Circles for various reasons such as transferred, retired, died etc. However, Circle Secretary(s) should ensure that reply sends back to C.O. immediately. 27th  October      2006GS met with Sr.DDG(Pers) and requested to issue inter-circle request transfer of SDEs before issue of promotional order which SR.DDG (Pers) has agreed in principle. .

GS met with DDG(SR) and requested him to consider adhoc payment of Rs.2000/- to the Gr.B executive whose PO yet could not issued due to some pending disciplinary cases. DDG(SR) has assured to pursue the matter with Dir.(HRD).

27th  October      2006GS met today with Member (Finance) DOT and requested her to clear the file on Executive's promotion policy without further delay. Member (Finance) who has returned today from tour, assured to pay immediate attention to the Case and would sent it to Secy. DOT.

25th  October      2006To make the MARCH TO PARLIAMENT programme a grand success on 5th December as per already set programme of the Co-ordination Committee of Officers' Associations of CPSUs comprising Oil, Coal, Power, Steel & Telecom -  CHQ has requested Circle Secretaries of  UP(E), UP(W), Haryana, Punjab & Rajasthan to make necessary arrangement to reach Delhi by the comrades of adjoining Districts of respective Circles early morning on 5.12.2006 for massive gathering in Parliament together with comrades of Delhi, for creating pressure on ours' CHARTER OF DEMANDS on :- (1) Merger of 50% DA with Basic Pay, (2) Lifting of ceiling on   DCRG & (3) Removal of ceiling on perks.

24th  October      2006GS met Director (HRD) and requested him to issue order for implementing inter-circle request transfers of JTOs. Director assured to look into the matter after his return from North East.

GS met with Director(Estt) and discussed with him regarding recruitment of JTOs for NE-I, NE-II, HP & A&N Circle through special measure to get more & more nos. of local JTOs from within those Circles who on recruitment can take care of their respective Circles to meet the acute shortages in the cadre and can expedite various development, installation, operation & mtce. works etc. It is learnt that proposal on this line is under active consideration now.

GS met with Director (CS) and discussed regarding improvement/modification on free call, Broadband/GSM issue and got positive assurances.

DPC for promotion of 1121 JTOs to SDEs is completely over. This covers 2005-06. The break up is :OC=478, SC=348 & ST=295. Promotion order is expected very soon.

Draft notification of TES Gr.B competitive exam (25%) quota of vacancies 4038 will be issued shortly. There are 3000 vacancies for the year 2001-02 & rests for 02-03; 03-04; 04-05; 05-06.

DPC for adhoc promotion as DE from SDE is also going on full swing. Data from all circles are made available to C.O. Same may be issued by December end as expected on assurance from competent authority.

Com.GS, Com. A.A. Khan & Com. B.G. Patel,CS of Gujrat Circle met today with Secy. DOT. Secy. assured that there will not be any change in the policy that was presented before him by the BSNL management. Moreover, he has personally advocated for improvement in one or two issues in the benefit of the Executives. But the file has not yet reached him after his return from abroad from Member (Services) which he will clear as soon as the file reaches him.

Secy. DOT requested Com.GS to submit agenda before him to discuss pending issues and regarding double fixation case - Secy. assured to implement same  prospectively. 

Com. GS, Com. A. A. Khan & Com. B.G. Patel also met with Member (Services) who admitted before them that the said file could not be sent to Secy. DOT on 21.11.06 as assured as because the file was sent him through Member (Finance) and asked GS to pursue the case with Member (Finance).

Com. GS, Com. A. A. Khan & Com. B.G. Patel tried to meet Member (Finance) who was not available. Com. GS has decided to meet him tomorrow again.

GS met with DDG & Jt. DDG(Pers) on 17.11.06 and expressed anguish over delay in issuing promotion order from JTO to SDE. It is assured by them that every effort is being made to issue  the order within this month.

File on promotion policy may get final attention by Secy. DOT within this week. GS met with DDG (Civil/Elec.)DOT and demanded non-withdrawal of 2nd ACP for Civil.

16th  Nov  2006    The Joint meeting of the Officers Association of the Central Public Sector undertakings once again met on 16th Nov 2006 . SNEA/ MTNLEA was represented by Com.G.L.Jogi, Com.V.K.Tomar and Com.D.C.Sharma. The meeting adopted a resolution and chalked out the following program of Trade Union Actions.

(1) March to Parliament on 5th Dec 2006

(2) Full day Dharna on 12th Dec 2006 at New Delhi. This will be observed at all state HQtrs. also.

(3) If no results by Dec 21st 2006 indefinite strike from 22nd Dec 2006.

           Charter of Demands.

(1) Merger of 50% DA with Basic Pay

(2) Lifting of ceiling on DCRG

(3) Removal of ceiling on perks.

                                          A letter has already been addressed in this regard by the Chairman of the Coordination Committee to the Prime Minister of India. GS Com.G.L.Jogi is also a member of the Coordination Committee. Text of the Resolution and letter addressed to Prime Minister will be published on the site.

12th  October      2006  Technical papers for TES Gr.B competitive examination for promotion from JTO to SDE will be available from CHQ within a short while from now. Demand for same may be asked  SSA wise.

5th��Nov  2006Com.W.Seshagiri Rao and GS met Director (HRD) on 4-11-2006. Discussed on the (1) Promotion of JTOs to SDEs on Seniority quota &Director (HRD) assured that orders will be issued by 15th  Nov 2006. The Association also requested him to ensure to cover entire 92 Batch. (2) The notification for the Competitive Exam likely to be done by the 20th of Nov 2006. (3) Promotion of SDEs to Adhoc STS expected to be completed by 31st Dec 2006. (4) As demanded by the Association, the stay for considering transfer to tenure stations be reckoned from the SDE onwards has also been agreed. Director (HRD) instructed the DDG (Per) to finalize the Transfer Policy on these lines.

2nd��Nov  2006Com.W.Seshagiri Rao, NCOA President  and GS met CMD BSNL and requested him to clear the Promotion Policy immediately. CMD promised to talk personally to the Secretary Telecom and Addl. Secretary, DOT. The Secretary DOT  is expected to return from abroad in next week.

18th  October       2006 GS held detailed discussion with Director (HRD) in the presence of Sr.DDG (Restructuring), Sr.DDG (Per), DDG (SR) and Jt.DDG (Per). The following major decisions were taken :

(1) Promotion of JTOs to SDEs - Orders will be issued by 15th Nov 2006 for about 1200 vacancies

(2) Promotion of SDEs to Adhoc STS - Orders will issued by end of December 2006

(3) Notification for Competitive Exam for around 4000 vacancies will be issued by the first week of Nov 2006. The exam will be conducted in Feb 2007.

(4) Our demand that the vacancies up to 2005-06 be considered both for Seniority cum fitness as well as Competitive Exam was agreed to. This was limited to the vacancies for 2004-05 until this issue was taken by us. This will make the JTOs recruited after 1-10-2000 also eligible for appearing in the Competitive Exam to be notified and therefore is a major gain on their behalf.

(5) Transfer policy to tenure stations will be framed. Our demand for implementation it in the beginning of the Academic year has been accepted. The CWC decision that the stay from the SDE cadre only will be considered was also agreed to be considered positively while framing the policy.

14 th  October       2006Order on service Mobile & landline call enhancement likely to be issued on Monday.

GS strongly persuade the serious matter of large scale surrender of PCO owners with the BSNL management. CMD viewed the matter seriously and appreciated Com. GS for timely highlighting the issue. CHQ has informed that CMD has conveyed that the Promotion Policy Report  has been approved by BSNL Board and sent to Secretary DOT for approval.

   The salient features of the approved report are : (1) Attendant conditions for Time Bound Promotions have been approved in toto as recommended by the Committee. (2) Eligibility for Functional Promotion approved in toto as per the report of the Committee. (3) Recruitment of STS officers will be in the ratio 50:25:25.( Seniority cum Fitness: Internal Competitive Exam: External Competitive Exam) (4) Residential period for those  whose pay scales are revised at par with the Engg.Officers after 1-10-2000 will be reckoned from 1-10-2000.(5) Recruitment rules of TES Grp'B' have been changed from the ratio 3:1 to 2:1 ( Seniority cum Fitness; Internal Competitive Exam) (6) Double fixation benefits has been approved by the Director Board. However a decision on this will be taken by the DOT. After the return of the Secretary Telecom, formal approval will be issued.
