13th August, 2007Serious development: BSNL Board has taken decision to recruit 300 MTs from outside at STS in disciples of engineering, finance, marketing and HR. What is very serious is that while BSNL board has acted with utmost urgency in finalizing the eligibility condition for recruitment of MTs from outside and initiating action for their recruitment, it is not at all concerned to finalize Gr A RRs and decide regularization of about 4000 adhoc STS officers. While insensitivities and complete lack of concern of ITS dominated BSNL management towards reasonable career upliftment of JTOs, SDEs, DEs and officers promoted there from is not a new phenomenon, what is really important for us is to get ready for a tough and prolonged fight to force the Management to put in place immediately Gr A RRs and regularize adhoc STS officers. We have to act organizationally to stop outside recruitment at STS. Let us start getting ready and make complete preparation to defeat the designs of BSNL Management.              

9th August, 2007 CMD called a meeting of the Joint forum of BSNL to discuss the issue of introduction of VRS against which the unions and associations have been holding protest actions. At the very outset, Director (HRD) informed the joint forum that a proposal has been sent by BSNL to DOT regarding introduction of VRS scheme in BSNL. Director(HRD) further stated that since the proposal was in an elementary stage, and the opinion of DOT was yet to be received, it was not discussed with the representatives of unions/associations. CMD, on his part, spelt out the target of about 125 million GSM lines that he has set for BSNL for the next three years in order to make it sure that BSNL retains a market share of at least 35% in the telecom sector. CMD talked of drastic attitudinal changes to be brought about BSNL employees and officers in a big way and cited the example of �AZIM PREMJI, chief of WIPRO, walking into his chamber to his great astonishment not to talk business, but to generally talk on matters relating to telecom growth�. CMD appealed to the representatives of the joint forum to percolate this message to the grass root level to create a culture where every employee of BSNL acts in a highly professional manner and creates an environment of extreme competitiveness. Our GMs, heads of SSAs, must learn from this visit of WIPRO chief since they are overtaken by ego and just do no move out of their chambers to meet potential business users and have miserably failed to create an environment of business in BSNL. Our Comrades at JAG, STS and TES Gr B must also get tremendous inspiration from this business like attitude of WIPRO Chief since they also continue to be functioning in a conservative manner and are yet to transform in a big way. On the issue of introducing of VRS, CMD said that no further action would be taken on the issue of VRS without consulting the representatives of unions and associations and discussing it with them. 

 

The representatives of unions and associations generally expressed their strong opposition towards any kind of attempt to introduce VRS and urged upon CMD to completely abandon the move. GS/SNEA (I) spoke about the move being highly ill conceived and ill timed because the present decline in the market share and revenues of BSNL is not at all due to excess manpower, but basically due to complete non availability of equipment for which the management is responsible and to link the present situation to excess manpower only reflects that BSNL management is only escaping its responsibility by diverting the issue. GS strongly pleaded with CMD to make all out efforts to procure GSM/Broadband equipment on top most priority and not to distract BSNL employees and officers by such counterproductive measures. It is not that we have equipment in abundance and are not growing. If that is the situation, we can understand introducing such measures, contended GS. We have a contrary situation and the move should be completely dropped, it was argued by GS/SNEA (I).      

  

After the meeting with CMD, joint forum had its internal meeting in which it was decided to hold an �All India convention at Delhi on 5th Sept.,07 to decide future course of action and the strategy to be adopted on the issue of GSM tender�.

 

Meeting with Director(HRD): GS and AGS, Com khan, met Director(HRD0 and yet again pleaded with him to expedite DPC from TES Gr B to adhoc STS. Director(HRD) felt that DOT has to take action for finalization of TES Gr B seniority list on the basis of which DPC could be held.

 

Meeting with Director (O) : We met Director (O) and requested him to take appropriate action to extend STD/roaming on service mobile. Director (O) assured to take immediate action to release orders for extending these facilities.

BSNL is considering to : 

1). Approve a total of 736 SBP posts which were abolished on 21.6.2006 are treated to be effective from 21.6.2006. These posts are already included in Man power plan of 2005-07.   

2). Board has also approved to recruit additional 2400 JTOs, along with approval of 2382 number of posts of JTOs in MPP 2005-07.  

3).Board has also approved to recruit additional 500 JAOs, along with approval of 836 number of posts of JAOs in MPP 2005-07. 

 

11th  May      2007 GS and AGS met Director (Operations) to once again to remind him and press for STD and Roaming facility on service mobile phones. The Director promised that suitable instructions in this regard will be issued very shortly. He has requested for a note from the Association to the effect that the call limits already prescribed for different cadres will remain even after implementation of the scheme.

Man power plan for 2005-06: Final draft for sanction of about 3500 post of JTOs/SDEs/DEs/DGMs for the year 2005-06 is under preparation for approval by full board of BSNL. This is an important breakthrough given the fact that our Association strained its nerves in every possible manner in 2005 & early 2006 to get man power plan for the year 2005-06 approved by BSNL board.     

Counting of residency period from 1.10.2000: A proposal on the issue of counting of residency period from 1.10.2000 for the purpose of first financial upgradation is getting ready for the approval of the Management Committee of BSNL. Our CHQ is monitoring the progress of the issue.

28th  April      2007 Major Breakthrough achieved on behalf of the Comrades of Civil/Electrical/Architecture/TF etc. Association gets the proposal for counting of residency period w.e.f 1-10-2000 for first Time Bound Promotion. Finance nod is cleared and now clearance is awaited from Board for formal order.

SNEA meets DDG (SR) on pay scales of JTOs and SDEs which don't at present corresponds to the pay scales of DPE . The demand of the Association that the BSNL Management argue for the higher pay scales in both cases before the Second Pay panel ( for PSUs) has been accepted. The BSNL Management will now place with arguments before the pay panel based on these lines.

GS meets DDG (Per) for expediting the promotion process from SDEs to Adhoc STSs. DDG (Per) informed that the legal opinion received in this regard has been sent to the company Secretary. It is expected that his advise on positive lines will be received shortly.

Manpower for 2005-06 - Cleared by BSNL for 3500 posts of JTO/SDE/STS/JAG created for 2005-06 on consistent and compulsory pursuance by SNEA. The final approval by the BSNL board is expected immediately.

For counting of eligibility period of 3 years to appear in the TES Gr.B comp. exam. for a particular year of vacancy of recruitment, period spent on JTO training would also be counted. Comrades, in particular BSNL recruited JTOs are requested to take a note of it.     >Click for clarification>
