General Roger A. Powell, AM

Australia
Major General Roger Powell
arrived in East Timor on 6 March 2001 and assumed duty as the Deputy Force
Commander of the UNTAET Peacekeeping Force on 8 March 2001.
Major
General Powell is an Armoured Corps officer with extensive command and
regimental experience.
He initially served in A Squadron, 4th Cavalry Regiment as a
reconnaissance troop leader.
He then served in a range of regimental duties in the 1st Armoured
Regiment and was appointed Adjutant in 1975.
In
1981 he commanded a Chieftain tank squadron of the 4th Royal Tank
Regiment for eighteen months with the British Army on the Rhine in West Germany
and then for six months in Southern England.
In 1984 he served for two years as Brigade Major (S3) of an infantry
brigade. Promoted
to Lieutenant Colonel in 1987, he served on the Army Staff, responsible for
manpower planning for a year, before returning to the 1st Armoured
Regiment as Commanding Officer for two years.
He
then served as the Chief of Army’s personal staff officer for 18 months before
being promoted to Colonel and appointed Commanding Officer and Director of
Military and Educational Training at the Australian Defence Force’s Military
Academy. Following
this assignment, Major General Powell was promoted to Brigadier to command the 6th
Motorised Brigade in December 1993 for two years.
After working in the joint staff in Defence Headquarters responsible for
Army capability development, he was selected to command of the multi-national
Peace Monitoring Group on the South Pacific Island of Bougainville in October
1999.
Major General Powell was promoted to his current rank
in April 1999 to command the Army’s Training Command, responsible for the
professional development of all ranks on Army run courses.
Major General Powell is a 1971 graduate of the Royal
Military College, Duntroon, and a 1983 graduate of the Command and Staff College
at Queenscliff, Australia. He holds a Bachelor of Arts (History) from University
of New South Wales and a Master of Science (Vocational Psychology) from Florida
State University. He is a graduate
from Australia’s Joint Services Staff College (1989) and the College of
Defence and Strategic Studies (1996). On Australia Day 1996 Major General Powell
was appointed a Member of the Order of Australia in recognition for his
contributions in command and training appointments. He maintains a professional interest in training and
leadership theory and practice.
Major General Powell and his wife, Rhonda, have two
adult children. He is a keen sportsman with a continuing interest in Cricket,
Australian Rules Football, Tennis and Squash. His other hobbies include reading,
jogging and bush walking.

General ALFREDO ASSUNCAO, a cavalry officer, graduate of the Portuguese Military
Academy had many important posts during his 34-year Military careers. In
particular, he has served in Guine-Bissau during the Portuguese Colonial War.
In
his academic qualifications he has the Military Academy Cavalry course, Officer
Advanced Course, Command and Staff Course, Staff Course, Command and Leadership
Superior Course, Military Police and Special Operations Course.
He
began his career as Platoon Commander, passing by Troop Commander, Group
Commander and Regiment Commander.
During
the period since1992 until 1997, he was the Military Attaché of Portuguese
Embassy in Angola. During
this time he was the Portuguese Military Adviser for the Peace Conference in
Lusaka and member of the Conflicts Verification and Resolution Commission in
UNAVEM III.
He’s
decorated with two Distinguished Service Silver Medal, Infante D. Henrique Medal
– Comendador, Military Merit Medal – 2 Class, Exemplary Behavior Medal and
Commemorative Medal– Guine.
He
was praised for National Entities – Portuguese President, Chief of Staff of
Armed Forces and other Generals. International Entities – United Nations
General Secretary Special Representative (UNAVEM III) Maitre Allioune Beye and
UNAVEM III Military Force Commander Gen Chris Garuba.
He’s
married to Mrs. Maria Gisela Assuncao and has a daughter called Monica Assuncao

1. RP-US
Visiting Forces Agreement "Balikatan
2000", Jan-Mar 2000, as
the spokesman Clark Events.
I was the spokesman of the first military exercise between the Philippines and the United
States ever held under the framework of the VFA,
which was mostly held in Clark Field, Pampanga. Amidst the initially
strong and unfavorable conjectures from the radical groups, as a spokesman I was
able to bridge the gap of understanding, clarified
their worst fears by utilizing what
I consider the two best strong arms of democracy- the
media and the military
working together as a team in
filling-up public opinion.
2. University of
the Philippines, Clark Field, Pampanga, school year 1999-2000, 2000-2001, as
Senior Lecturer in Political Science and Social Science.
I was a professor in Political
Sociology, Philippine Government and Politics ,and
Social, Economic and Political Thought with 9 hours a week. In my discussions,
I am knowledgeable of the various development paradigm from classical up
to post-modern ideals that provide a contrasting alternative or mainstream
reinforcement to vivid and concrete prevalent realities.
3. Philippine

writing speeches for the Wing Commander for the last ten years. The following

It was a test of fire of my popularity as Disc Jockey but it never turned
out winning votes. Others view it
as a systemic dysfunction but I want to view it more positively. I had a short
feel of the power game but it left me
a legacy for public service.

Public Information Officer, August 25, 2000-Aug 25, 2001. As one of the spokesmen, I am responsible in disseminating
appropriate information to the media to augment the bid of
success in peacekeeping operations in East Timor. I do attend press conferences
and speak on matters of peacekeeping operations. Additionally, as the
Editor-in-Chief, I
have written articles, and created and continue publishing a web
newsletter of the Peacekeeping
Force that provides the venue for additional and news worthy information to
bolster the success of the
multi-national peacekeeping efforts.
