Description, Alterations, and Related Features:

The symmetrical two story structure is Zig Zag Moderne in style. The stone-sheathed structure has a concrete foundation and basement partly below grade. A decorative central portion projects slightly from the main building's centrally placed entrance. The surfaces between the bays are fluted and a projecting three-sided canopy contains a Zig Zag design. The panels in the bays, between the first and second floors, contain an abstract sunburst motif and the metal grillework beneath the first floor windows also employs a Zig Zag design. The cornice banding combines an abstraction of the Greek key motif and Zig Zag themes. A rectangular form with another cornice design stands on the roof recessed from the facade surface. Windows are plate glass in aluminum sash.

A ramp for handicapped access has been added to the southern half of the facade. The Large and Small Animal Fountain, presented to the City in 1909 by the National Humane Alliance, stands in front of the structure.

Relationship to Surroundings:

The structure stands between two identical buildings of quite different style but similar massing, scale, height, and material.

Significance:

The structure is the best example of Moderne Style in Carson City. The building is well designed and the ornamentation carefully executed. Its siting does block the axial composition of the State Capitol and other state buildings of the complex, where the view down King Street led directly to the Capitol.

Its design, ornamentation, and form enhance the block of this complex flanked as it is by the Hero's building and the Courts building and form a substantial and impressive block face to balance that of the State Capitol across Carson Street. It gains particular architectural significance as the best of few other Moderne designs within the city.
