Counter-terrorists, those working to prevent attacks, can’t allow themselves to be fooled into thinking that their latest equipment will solve all of the problems.  They must realize that terrorists are also fighting for a technological edge.  For either side, too much reliance on technology could prove to be their downfall (Masland, et al. 40).
