Out of the four nations competing with the United States in the area of cyberwarfare, China is of special concern. It is feared that they may look for revenge in the future for NATO’s accidental bombing in 1999 of the Chinese embassy in Serbia (Verton 7). Shortly after the bombing, there was a significant rise in electronic attacks against the United States’ government websites (Belsie 1). These threats of attack cause a need for the development of defenses against cyberterrorism.
