With the use of a computer, an experienced cyberterrorist can cause a blackout in New York City from his own home in the United States, or even from another country. To make things worse, this person could have the support of a foreign government (Pasternak and Auster 37). A report by the Central Intelligence Agency’s National Intelligence Council (NIC) warned that many foreign governments are already at work developing tools to bring down the United States’ infrastructure (Verton 7). These threats of attack cause a need for the development of defenses against cyberterrorism.
