Considering:
- That the capitalistic globalisation submits the sovereignty of the National States to the interest of the Transnational Capital concentrated in a few hands.
- That most of the governments, reproducing the mandates of the international financial organisations, have been devoted to privatise strategic industries and the natural resources to put them on hands of the international capital, committing seriously the sovereignty and the future of our peoples.
- That the rights conquered by the workers have been seen seriously affected and even annulled by these denationalising policies, whose principal effects are shown in the decrease of the wages, growth of the unemployment and with this, the generalised poverty.
- That Electrical Industry is a strategic sector, fundamental part of our National Patrimony and indispensable weapon for our economic and social development.
- That the experiences of the Privatisation of Electrical Industry in other countries has been negative and even disastrous for the countries and for the presentation of the service.
- That there exist alternatives of operation of Electrical Industry different to those proposed by the privatisers, which do not commit our sovereignty neither the rights of the workers and that guarantee the presentation of the public service of Electrical Energy.
- That it is necessary that the workers of the five continents strengthen the struggle in defence of our interests, implying this a technical, scientific and political discussion about the experience of the resistance movements and of the alternatives that may allow us to give a global response to Capital.
