| Official Constitution [The Constitution will be undergoing some major changes in the 2007/2008 year. Keep posted for more details] 1. NAME: the full name of the Society is to be �The University of Toronto Celtic Society� (hereafter �the Society�). 2. MEMBERSHIP: the Society is to be open to all students, faculty, staff and alumni of the University of Toronto, regardless of program of study, sex, sexual orientation, age, racial or ethnic background, religion or political affiliation. It is also to accept the membership of interested members of the non-University community. However, people not enrolled in at least one half course in Celtic Studies may not hold positions on the Executive Board. 3. SPONSORS: the Society is to be considered holding �Club� status under the University of St. Michael�s College Students� Union (at the University of Toronto) (hereafter �SMCSU�) bylaws. The Society will receive the bulk of its funding, as is entitled with �Club� status, from SMCSU. It is also subject to all restrictions and limits imposed by SMCSU bylaws. |

| 4. GOALS: to promote the cultures of the Celtic countries (Ireland, Scotland, Wales, Cornwall, Isle of Man and Brittany and any others that may be so classified) among the University Community and to foster greater understanding and study of these cultures on a wider spectrum. The Society will also be considered to be the Students� Union representing the students in the Celtic Studies program to both the University of Toronto and St. Michael�s College.
5. EXECUTIVE BOARD: the Society is to hold annually a generally meeting where and �Executive Board� is to be elected. This election is to be advertised in all Celtic Studies classes, the �MIKE� newspaper and on the SMCSU bulletin board. This annual general meeting will consider 7 members or 2/3 of the active Society membership, which ever is the lesser, to be a �quorum�. Elections may not be held without a quorum. A majority vote for election will be considered to be one half of the quorum plus one. The Executive Board will hold the responsibility of the administration of the Society. Elections for President and Treasurer will occur during the last week of March, not later than the last day of classes, and tenure will be in effect for one calendar year. The Executive Board will have a minimum of three members (all of whom must be registered in at least one half course in Celtic Studies) but may have more at the discretion of the quorum. The two positions which must be filled are: a) President, who will be considered to hold ultimate responsibility for the attainment of the Society�s goals and for the organization of Society events. b) Treasurer, who will be directly responsible to the President for the financial accounts and solvency of the Society Additional positions suggested for the Executive Board are : c) Secretary d) Publicity e) SMCSU representative f) executive members at large OR alternatively, the Society may be run by committee format (with the President and Treasurer as elected positions), to be decided from year to year by the Executive Board. |

6. FUNDING AND SOCIETY ACCOUNTS: (see also article 12 below). The Treasurer and the President are to be considered to be directly accountable for all Society funds. The bulk of funds will come from SMCSU �club� funding. The treasurer is accountable to the SMCSU Finance Commissioner for these funds and their usage. Other funds that may be raised from outside sources (eg. Garm Lu, and profits from Society events, donations etc.) are to be considered to be solely under the control of the Executive Board. The Society should control at least one bank account under the name of �The University of St. Michael�s College Celtic Society�. The President and Treasurer are to hold joint signing authority over this account. Upon completion of a term in office, the outgoing President and Treasurer must transfer signing authority to the incoming members within 1 (one) month of the end of their tenure. 7. IMPEACHMENTS AND BY-ELECTIONS: should for some reason it be deemed necessary (for example: financial mismanagement, deliberate undermining of the Society�s goals, inability to complete term of office, any officer of the Executive Board may be removed from his/her office before the completion of his/her term. This is accomplished by the process of impeachment, whereby a petition bearing the signatures of at least 2/3 of the active club membership, or alternatively, the majority (2/3) of the Executive Membership, is presented to SMCSU requesting the removal of that person from office. A by-election is the conducted under the auspices of SMCSU. Should for any reason an executive member resign from the Board, a by-election may be held, run under the auspices of the rest of the executive board. 8. ATTAINMENT OF THE GOAL: the following are SUGGESTED methods of attaining the goal of the Society. The exact direction taken will depend upon the Executive Board: a) ceilis or Celtic parties, using local (preferably Society) talent for entertainment b) film nights c) lecture series d) literary discussion groups e) language meetings (meetings held in a Celtic language) f) Garm Lu (see article 11 below) g) participation in Celtic events such as the St. Patrick�s Day Parade h) Celtic music and/or dance workshops i) participation in larger Celtic societies, such as the Canadian Celtic Arts Association, Celtic Arts, Canada, Conradh na Gaelige etc. |

| 9. MEETINGS: on top of the annual general meeting, the Executive Board will met at least 8 (eight) times yearly (monthly during the school year). It is also encouraged to hold general meetings for the entire active club member ship on a weekly basis; these may be held concurrently with the Executive Board meetings.
10. CHANGES TO THE CONSTITUTION: any additions, deletions, or changes to this constitution must be approved by a) 1/2 of the Executive Board b) 2/3 of the active membership (at a quorum meeting as defined above in article 5) 11. JOURNAL: an academic journal is to be published under the auspices of the Society. This journal has the full title, Garm Lu � A Canadian Celtic Arts Journal. It must attempt to promote the goals of the Society as defined under this constitution. It must be academic and adhere to the University of Toronto regulations concerning appropriate content and tone. It must be distributed to the University of St. Michael�s College Library (Kelly Library) and to all paid subscribers. It may consider all submissions, but it is to consider submissions of students and faculty at the University of St. Michael�s College Celtic Studies Program as its primary source, and it is to give submissions from these sources preference. It is to be under the direct control of 1) the Editorial Board AND 2) the Society. The Editorial Board is to consist of : 1) at least 1 (one) Editor (appointed by the Society Executive on an issue by issue basis � see article 12 below) 2) at least one associate Editor or Co-Editor (to be appointed by the Editor on an issue by issue basis)) 3) the President of the Society 4) at least one staff member in the University of St. Michael�s College Celtic Studies� Program. The Journal is to be created solely under the discretion of the Editor (and Co-Editors). However, it is to be submitted to the Editorial Board for approval of its academic appropriateness and its appropriateness to the Society�s goal, and must be revised upon their recommendations before publication. 12. APPOINTED POSTIONS: at least 2 (two) positions are to be appointed to volunteers by the President of the Society. These are: 1) the Editor and Co-Editor of Garm Lu (to be appointed on an issue by issue basis) on advice from the outgoing Editorial Board 2) a representative to the Canadian Celtic Arts Association, who will faithfully attend the monthly meetings of that organization and report back to the Society on a regular basis concerning the Canadian Celtic Arts Association events, and furthermore, will report to the Canadian Celtic Arts Association any Society events. 13. LIFE MEMBERSHIPS: the Society may recognize any person for outstanding behaviour in promoting the Celtic countries, their cultures and the studies of them, by awarding them honourary life memberships in the Society. The life members will be awarded free subscriptions to Garm Lu. |
