Dogs are still running helter skelter in the Halifax Regional Municipality (HRM). Seniors have been horrified and afraid to walk the streets for fear these uncontrolled animals will accost them. Many citizens are concerned about dogs running loose.

 

We of the Central Halifax Community Association (CHCA) have searched for and found By-law D-100 (the Dog By-law). This By-law clearly outlines the responsibilities of dog owners. The Dog By-law, "Respecting the Registration and Regulation of Dogs," is broken down into the following sections: Dog Registration, Registration Procedure, Registration Year, Sale of a Dog, Identification, Report of Dog on Premises, Deputy Registrars, Kennels, Duties of Owners, Treatment by Pound keeper, Duties of Dog Control, Pound keeper, and Penalties (for non-compliance). This By-law is quite extensive and has been in effect since July 4, 1998, just over two years.

The CHCA has sent letters concerning roaming dogs to the HRM Animal Control with copies to the Chief of Police and Councillor Graham Downey. Recently, we have received responses, referencing HRM Animal Control from the Chief of Police and from Peter James, Regional Co-coordinator, By-law Enforcement The HRM Animal Control has an effective enforcement team in place to apprehend roaming dogs and they are increasing the number of patrols in the region to ensure compliance of the registration component of the Dog By-law.

According to the HRM Legal Department, the Dog By-law is the most enforced and enforceable By-law with hundreds of tickets issued every year. In 1999, seventy prosecutions took place in the Halifax Regional Municipality Court system. The CHCA, with the help of the HRM. intends to continue supporting the Dog By-law and informing citizens of this issue. However, we are not able to do this on our own. We need the help of the public, too.
