Double Champion Home United along with Singapore Cup runner-up Geylang United received a bye into the quarter-final of the 2004 Singapore Cup after a late withdrawal by NFL Div 1 Champion Police SA (NFL)

With the withdrawal Tampines Rovers (NFL)- NFL Div 1 runner-up & FA Cup winner, Sembawang SC (NFL) - NFL Div 1 second runner-up, Combined team from the local Cosmopolitan League & DPMM - Brunei league runner-up will be the other teams other than the S-league teams to take part in the Singapore Cup

• TPUFC vs SAFFC (April 18, Queenstown Stadium)
• Sinchi vs Tampines Rovers (NFL) (April 28, Hougang Stadium)
• Tampines Rovers vs Combined Team (May 1, Tampines Stadium)
• Young Lions v Sembawang SC (NFL) (May 8, Jalan Besar Stadium)
• Balestier Khalsa vs Albirex Niigata (May 15, Toa Payoh Stadium)
