Tifa knew Cloud the longest, and was his closest friends. As children they weren't that close, but they becmae closer and better friends as the game progressed, especially after they fell into the lifetream together, and found out eachother's secrets, and learned more about eachother.
I thought the highwind scene was really sweet.
