If you're forty five years or older you should remember the 1954 and 1962 Geneva Accords regarding Indochina and Laos . Do you remember the ICC or the CIC? The International Commission for the Cease Fire composed of Canadians, Indians and Polish who were sent to Laos to enforce the Geneva Accords including the withdrawal of foreign troops from Laos and the cease fire between the Royal Government Forces and the Lao Communist faction.

As I remember, the ICC haven't done anything but enjoyed the good life of the exotic country of Laos . One of the most outrages, I remember well, the ICC members always live their lives to the utmost possible regardless of wastes. For example, an ICC team in Sam Neua radioed to Vientiane office that they are out of ice for their drink. The Vientiane office hurriedly arranged an airplane to deliver them a block of ice.

The ICC accomplishment in ten years was zero. The Vietnamese troops invaded Laos since Vietminh-French war in the 1940's and they are still in Laos today. The Lao communist faction took advantage of cease fire agreements to encroach the Royal Government territory

Despite the Geneva Accord dictates that they are limited to two provinces Phongsaly and Sam Neua only. Eventually, in 1975 they gained control the whole country and stay in power until the present time.

All Accords and Agreements became nothing more value than scrap papers in waste basket. What did the United Nations do about it? The answer is NOTHING. It was not that Laos is a small country and has no influence, but it was because of the UN weakness and deficiency.

Most member countries are selfish and protective of their own interests. They don't care about world peace, justice or human rights. They don't recognize what is right and what is wrong. What is important and what is not.

For example, last fall, as America headed toward with Sadam Hussein, a debate broke out among UN bureaucrats – not about Sadam's regime, though. It was a debate about the Swiss national flag. After almost sixty years later, Switzerland decided to join the UN. But there were a problem; Swiss has a square flag. The UN regulations require the flags of all member nations to be rectangular. The Swiss flag debate went largely unnoticed by the rest of the world. Though, at the UN Headquarters in New York , it was a big news.

Last spring, at the height of war in Iraq , Cuba began a crackdown on internal dissidents. At least 75 people were jailed – some for close to 30 years – for the crime of criticizing Fidel Castro. Three others were summarily executed for hijacking a ferry in an attempt to flee the country. If there was ever a moment when action from the UN Commission on Human Rights, this was it. Yet the commission was unable to muster even a strong statement of criticism of Cuba . It reserved its harshest words not for Fidel Castro, but for the United States . On April 17, the day the commission voted against condemning Castro's repression of human rights, the UN issued a press release summarizing the position of the Cuban government. The press release said “The UN has been terrorized by a world tyranny that fascist extreme-right group were trying to impose…. the world from fraudulently usurped Power of the United States and its equally disgusting lackeys. The effort to censure Cuba was a gross maneuver, completely discredited and immoral”.

How could this have happened?

Well, the UN Commission on Human Rights is chaired by Libyan dictator Muma Kadafi, and its members including Vietnam , China , Zimbabwe , Algeria and Sudan . Brutal despotism all, these countries with no authority to criticize anyone else's human rights record. We, the American tax payers, pour at least 300 million dollars every year to support this organization. What do we benefit from it? The answer is “NOTHING”.

The UN is the largest government in the world, has 65,000 employees and annual budget of more than 1.15 billions dollars. Yet, it has no ability to accomplish anything at all. It is largest than any government it represents, yet, it is less efficient. Irregularities, corruptions, are rampant. An internal investigation in 1999 found the Organization riddled with cronyism, Nepotism and outright corruptions. When they weren't hiring friends and relatives, some UN employees were stealing vehicles, writing check to themselves and forging invoices. Book keeping of any kind was often nonexistent. In one well publicized case, UN employees in Africa took part in a plan to extort money from refugees hoping to leave for a better life in the west. Meanwhile, another group of UN workers was expelled from Bosnia, after allegedly selling young girls into prostitution.

These are just a few of the outrages that have been made public. Much of what the UN does is shrouded in secrecy. For instance, from 1996 to 2003, the UN oversaw the transfer of about 100 billions dollars in oil and supplies in and out of Iraq under the oil for food program. But instead of easing the burden of sanctions on the Iraqi civilian population, as the program was designed to, UN officials admit that some of the money wounded up in Sadam's pockets – and that they knew about the bribes and kickbacks. The UN has so far refused to conduct an independent audit of the program.

To say the least, the real problem with the UN isn't corruption. It's moral blindness. To the UN, a junta is democracy is a police state. All states – as long as they're “member” states – have equal moral authority. With the exception of the United States and Israel , which are both frequently the objects of whitering scorn, no one country is considered intrinsically better or worse than any other. It's hard to police the world if you won't acknowledge the difference between cops and robbers. Ridiculously, the UN isn't very good at preventing war or stopping genocide or liberating the oppressed. It can rarely bring itself to criticize even the most murderous despots. But if you are looking for someone to moderate a debate over the shape of your national flag, the United Nations is the place for you.
